NARS Program Culminated, Hired 10,000 Nurses

After one year of implementation, the Department of Labor and Employment (DOLE) has culminated the Nurses Assigned in Rural Service (NARS) Project which helped trained and temporarily employ more than 10,000 registered Filipino nurses in the country.

DOLE Undersecretary Carmelita Pineda, the main focal person behind Project NARS, in a statement, thanked the Professional Regulation Commission -Board of Nursing (PRC-BON), Department of Health (DOH), Philippine Nursing Association (PNA), Association of Deans of Philippine Colleges of Nursing (ADPCN), National League of Philippine Government Nurses (NLPGN), Philippine Health Insurance Corporation (PhilHealth), Pharmaceutical and Health Care Association of the Philippines' (PHAP) PHAPCares Foundation, Inc., GlaxoSmithKline Foundation, Inc. (GSKFI), Philippines, and the Local Government Units (LGUs) across the country who collaborated with DOLE to make Project NARS a successful endeavor.

Usec. Pineda said that under the Project, the more than 10,000 nurses were deployed to the country’s 1,000 poorest municipalities in two successive six-month batches from April 1, 2009 to April 15, 2010.

For Western Visayas, around 916 nurses benefited from the program. Based on the data from DOLE, a higher bulk of nurses was deployed to Iloilo with 281 followed by Negros Occidental with 177 nurses. In Aklan, some 146 nurses were deployed; 127 in Antique; 150 in Capiz and 35 Guimaras.

For Central Visayas, about 721 nurses were given the chance to take part in the NARS program. DoLE 7 was able to produce 287 nurses for the first batch of said program and an additional 434 nurses for the second batch.

The NARS Program was created to address the glut in inexperienced nurses and the proliferation of "volunteer nurses" working in hospitals without being paid and to promote health of the people and bring the government closer to them. The nurses who participated in the program were mobilized to perform three I’s - initiate primary health, school nutrition, maternal health programs, first line diagnosis; inform about community water sanitation practices and also do health surveillance; and immunize children and mothers. These nurses were also utilized to aid victims of Typhoons Ondoy and Pepeng.

Nurses will be deployed at an average of 5 per town in the 1,000 poorest municipalities, for a six-month tour of duty. Prior to their deployment, these nurses underwent clinical and public health training designed by the DOH in collaboration with the PRC-BON.

Nurses were given a stipend of P8, 000.00 per month, with the LGUs, granted monthly additional allowance ranging from P500 to P2000 and Mercan Canada Employment Philippines (MCEP) provided 10,000 units of medicine kits, containing bags and medical instruments for use of the nurses, which made the program a national enterprise with private equity.

Nurses who completed the NARS program shall be considered as a substitute for the work experience requirement of hospitals and other health facilities, both local and overseas.

With the success and impact made by the NARS Program, Usec. Pineda revealed that provincial governors and municipal mayors have asked for the possible resumption of Project NARS, or its evolved version in the future. These officials noted the Project’s success and influence in improving the delivery of essential healthcare services in the countryside.
