DOLE Reminded Employers of 13th Month Pay Release

The Department Labor and Employment reminded employers nationwide to release the Year-End Benefits (YEB), popularly known as 13th month pay, of their employees not later than December 24.

In a statement, DOLE Secretary Marianito Roque said that based on the time-honored Presidential Decree No. 851 issued on December 16, 1976, all employers in the country are required to pay their employees a 13th month pay not later than December 24 of every year.

By definition of the law, the 13th month pay must not be less than one-twelfth (1/12) of the total basic salary earned by an employee in a calendar year.

However, Sec. Roque, emphasized that the 13th month pay should not be confused by workers with the Christmas bonus, which is discretionary on the part of the employers. He said that while the law definitely requires employers to pay their employees the 13th month pay, the Christmas bonus, on the other hand, remains, basically, a management prerogative.

In addition, the Labor Secretary advised employees who have not received the extra pay on or before Dec. 24 to report their management to the nearest DOLE office.

Saudi Government Hospital To Hire Male Nurses, Doctors

The Saudi Red Crescent Authority, formerly Red Cresent Society, sought the assistance of the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) to facilitate the hiring of 300 Filipino medical workers.

In an statement, DOLE Secretary Marianito Roque said that government-owned hospital in Saudi Arabia is in need of 200 male nurses and paramedics and 100 physicians. He said that SRCA preferred to hire Filipino medical workers “because they are dedicated and competitive in their craft”. In this light, Sec. Roque reminded potential applicants that since this is a government-government agreement, application and inquiries should only be made through the POEA.

According to the Recruitment Specification Form from the POEA website, qualified to apply for nurses and paramedics positions are male applicants not more than 50 years old with diploma in BS Nursing and/or certification for paramedic training, and license from the Professional Regulation Commission (PRC). Applicants must have worked as a member of an emergency support or ambulance team and has mastery of resuscitation techniques and medications.

For physicians, applicants must not be more than 50 years old and have specialization in emergency medicine, general surgery, traumatology, anesthesia and intensive care. Also, pplicants must have license authorized by the PRC, and with at least two-year experience/ training in emergency medicine and intensive care.

Qualified applicants may personally submit in a long brown envelop a comprehensive and latest resume with job description, photocopy of school credentials, employment certificates (old and latest), photocopy of the first page of passport, and six copies of 2X2 photos taken within 10 days before filing of the application.

Requirements must be submitted at the Manpower Registry Division (Window 1) ground floor, Blas F. Ople Building (formerly POEA Building), in Ortigas Avenue corner EDSA, Mandaluyong City. Applicants may also register online at www.poea.gov.ph. Orignal documents will be presented upon registration.

Gov’t Employees To Receive 13th Month Pay Early

To aid the victims of Typhoon Ondoy (Ketsana), government employees may opt to get the balance of their Year-End Benefits (YEB), popularly known as 13th month pay.

The advance payment of YEB is in line with the directive of President Gloria Macapagal Arroyo and Vice President Noli de Castro to give in advance the remaining half of the employee’s year-end bonus to “provide financial assistance and help alleviate the plight of calamity-stricken government personnel.”

Department of Budget and Management (DBM) Secretary Rolando Andaya Jr. said in a news conference that the early receipt of the YEB is purely voluntary or optional. The release will be made upon request of the personnel concerned. It will not be imposed on all government employees as some workers would prefer to receive their YEB on November 15 in time for the Christmas season.

Under the guidelines Issued by the DBM, (Budget Circular No. 2009-4) national government employees who would like to get the remaining half of their YEB must comply with all the requirements prescribed under Budget Circular 2005-6 such as rendition of at least a total of four (4) months of service including leaves of absence with pay from January 1 to October 31 of a particular year. They must also remain in government service until October 31, 2009.

Those who would not be able to complete the four-months service requirement as of October 31, 2009 and would be unable to comply with the other conditions provided under BC No. 2005-6 may also request their agency for the advance payment of their cash gift but on a proportional basis based on their length of service of the employee.

Funding for the early payment of government employees’ year-end benefits is assured because the DBM has released in full the allotment for Personal Services (PS) inclusive of the requirements for year-end bonus and cash gift for filled positions as early as end of March.

Sec. Andaya encourages Government Owned and Controlled Corporations (GOCC), Government Financial Institutions (GFI) and local government units to adopt and implement the advance payment of the year-end benefits.

According to the Budget Secretary, 1.2 million government employees had already received the first half of their 13th month pay last May 2009.

50,000 IT Workers Needed for May 2010 Polls

The Commission on Election (COMELEC) has announced that they intend to hire as much as 50,000 information technology (IT) worker to aid in the conduct of the automated elections in May 2010.

Acting as technical support staff during the first automated elections in the country, these IT workers will be working for Smartmatic - Total Information Management (TIM), which won the contract for the country’s first national automated election.

According to COMELEC Commissioner Gregorio Larrazabal, these workers will help in the operation and maintenance of the 82,000 Precinct Count Optical Scan (PCOS) machines that will be used in the Presidential election due next year.

Some of these workers will de deployed in the poling precincts while other will be part of Smartmatic-TIM’s call center to answer queries from voters and on-site personnel.

Aside from this, the COMELEC, in coordination with the Department of Science and Technology (DOST), will train 500 IT experts to teach the members of the Board of Election Inspectors (BEI) on how to use the PCOS. The COMELEC also intends to hire at least one IT expert per municipality or city to supervise the experts hired by Smartmatic-TIM.

Smartmatic-TIM Regional Manager Bonifacio Belen said that they have developed a method to hire and train the workers for the 2010 polls. They will make sure that the specialists they will hire are non partisan and will not be deployed in their home areas and have no connection to any candidate in their assigned polling precinct. “There is no shortage of patriotic and IT-savvy Filipinos who want to be part of history,” Mr. Belen added.

All IT workers that will be hired by COMELEC and Smartmatic-TIM will have to be accredited by the DOST.

Advocacy Group Warned Typhoon Victims Against Non-existent Jobs

A migrant advocacy group warned the victims of the recent typhoons Ondoy and Pepeng against non-existent jobs overseas offered by illegal recruiters.

Blas F. Ople Foundation head Susan Ople said  they have been receiving reports that there are bogus job offers in Malaysia, Maldives, Syria, and Italy that serve as a front of international drug and smuggling syndicates.

Based on the information shared by Ms Ople to the press, they have information about continuous recruitment activities by human smuggling rings in Malaysia where jobseekers were promised quick deployment on a salary deduction basis, but ended up as victims of forced labor and even prostitution.

"We call on the government to crack down on these syndicates that seek to exploit our people and gain from their miseries during these calamity-stricken times," Ms. Ople said in a press statement. Ms. Ople shared the information to serve as warning to potential victims and at the same time, to alert the authorities, particularly the Department of Foreign Affairs and the Philippine Overseas Employment Administration (POEA).

Ms. Ople said the applicants must always check with the POEA to verify whether the job offers abroad are existing and the recruitment agency is legitimate or not. They can also contact the Foundation at (632) 833-5337 or email blasoplecenter@gmail.com.

Malacañang Recalled Eid'l Adha Holiday Declaration

Malacañang Palace recalled its earlier declaration for November 27 and 28, 2009 as national holidays and changed it to a regional holiday in the Autonomous Region of Muslim Mindanao (ARMM)

By virtue of Proclamation No. 1808-A, issued last October 26, 2009, President Gloria Macapagal Arroyo declared November 27 and 28 as regional holidays in ARMM in celebration of the feast of Eid'l Adha (Festival of Sacrifice or Greater Eid).

The said declaration amended Proclamation No. 1808 issued last April 12, 2009 which stated that the said Muslim festival are national holidays.

In an interview, Press Secretary Cerge Remonde explained that several members of the business community appealed to Department of Trade and Industry Secretary Peter Favila because there were already so many holidays for this month of November and having so many days off would result in a severe drop in productivity. Add to this that several companies are still making up for the losses incurred from typhoons Ondoy and Pepeng.

Meanwhile, Executive Secretary Eduardo Ermita said that Malacañang found out about Republic Act No. 9492 which states that the said Muslim feast is a regional holiday in ARMM. As such, they had to recall the earlier declaration.

With this, Department of Labor and Employment Secretary Marianito Roque advised the country's employers that as a result of Proclamation No. 1808-A, the pay rules for regular holidays will not apply during the said dates except in ARMM.

November 1 and 2 were declared as special non-working holidays in celebration of All Saints Day and All Souls Day. The last holiday for the month of November is Bonifacio Day, celebrated on November 30, 2009 and declared as a regular holiday.

The said recall stirred reactions among various groups, including the National Ulama Conference of the Philippines (NUCP). In an interview with NUCP Deputy Secretary General Mike Ibrahim by GMANews.tv, he said that Muslims are not confined in ARMM but are present all over the country. Sec. Gen. DOLE Begins Inspection of Hazardous Workplaces for Holiday Season

In order to ensure safe working environment for employees, employers, and the general public, the Department of Labor and Employment  DOLE) has started inspecting ‘highly hazardous establishments’ to prevent the incidence of accidents in the coming holiday season.

DOLE Secretary Marianito D. Roque said in a press release that they will closely scrutinize establishments like pyrotechnic factories, hospitals, those in the construction industry, and firms employing women and children.

Earlier, Sec. Roque directed all the DOLE regional offices to conduct a sustained and stringent inspection of the hazardous establishments from Oct. 1 to Nov. 30, 2009 as provided for by DOLE Administrative Order No. 325, series of 2009.

DOLE inspectors will see if the establishments they visit are complying not only with labor standards but also with health and safety rules to deter the incidence of accidents.

Sec. Roque stressed, however, that DOLE inspectors will visit establishments only until Nov. 30. Thereafter, all inspection activities will be suspended until Jan. 15, 2010 to avoid the notion that the inspectors may just be soliciting gifts from employers.

With this, he warned employers, especially of small enterprises, against individuals who may pose as labor inspectors to exact money or gifts from them during the holiday season. Sec. Roque urged employers to report to the nearest DOLE office in case individuals visit their worksites to conduct an inspection during the holidays.

DOLE Urged Employers to Assist Ondoy Victims

Department of Labor and Employment (DOLE) Secretary Marianito Roque urged employers in the country to help their employees in coping with the aftermath of Typhoon Ondoy (international codename: Typhoon Ketsana)

Sec. Roque requested private companies to allow their employees who were affected by the typhoon to avail of pertinent emergency leaves, or be granted leave with pay. Also, the Labor secretary asked employers to let their employees avail of financial loans from the company or give them financial assistance. Specifically, he suggested that, if possible, companies release their employees thirteenth month pay early. The affected families can use their thirteenth month pay to rehabilitate their homes and start all over again.

These actions will, in turn, complement the ongoing humanitarian efforts of the government.

Typhoon Ondoy made landfall last September 26, 2009, causing massive flooding and brownout in Metro Manila and nearby provinces. The most affected areas were Rizal, Marikina City, and Pasig City.

According to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), the said weather disturbance dumped more rainfall than Hurricane Katrina brought in 2005. Ondoy dropped a total of 455 millimeters of rain in Quezon City alone in 24 hours. In Tanay, Rizal, rainfall was measured at 312 millimeters.

Law Students Participated at ALSP National Convention

Hundreds of Law students from colleges and universities from all over the Philippines took part in the Association of Law Students of the Philippines, Inc., (ALSP) 20th National Convention held last May 28 – June 2, 2009 at the Xavier University College of Law in Cagayan de Oro City.

The theme for this year's national convention is “ALSP@20: Responding to Legal Challenges”. During the event, numerous panel discussions and seminars were spearheaded by law practitioners in the Philippines. Also, ALSP members elected its new set of officers for 2009-2010. NSO Released Latest Labor Force Survey

The National Statistics Office (NSO) released last September 15, 2009 its latest Labor Force Survey (LFS).

According to the July 2009 LFS, the country’s employment rate is at 92.4 percent, lower than 0.2 percent from July 2008. The National Capital Region (NCR) recorded the lowest employment rate at 87.9 percent. Aside from NCR, the CALABARZON provinces, comprised of Cavite, Laguna, Batangas, Rizal and Quezon, had employment rate lower than the national employment rate recorded at 88.9%.

Furthermore, the survey states that of the estimated 59.5 million Filipinos age 15 years and over, about 38.4 million persons were reported to be in the labor force. This translates to a labor force participation rate (LFPR) of 64.6 percent as compared to last year’s LFPR of 64.3 percent. Among the regions, Northern Mindanao registered the highest LFPR at 71.2 percent and lowest in ARMM at 59.1 percent.

Of the estimated 35.5 million employed persons in July of this year, more than half (51.5%) worked in the services sector. Those employed in wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods sub-sector comprising the largest sub-sector (18.9% of the total employed). Workers in the agriculture sector accounted for 33.6 percent of the total employed. Only 14.8 percent of the total employed were in the industry sector.

Among the various occupation groups, laborers and unskilled workers comprised the largest proportion (33.0%) of the total employed population. Farmers, forestry workers and fishermen were the second largest group, accounting for 16.2 percent of the total employed population.

Meanwhile, underemployment rate fell from 21 percent to 19.8 percent. NSO considers an employed person underemployed if he expresses the desire to have additional hours of work in their present job or to have additional job, or to have a new job with longer working.

On the other hand, the unemployment rate posted at 7.6 percent, translating to 2.9 million Filipinos. The number is higher by 200,000 during the same period last year. According to the NSO, the current unemployment rate of 7.6 percent is not significantly different from the July 2008 rate, which was 7.4 percent.

Department of Labor and Employment http://www.dole.gov.ph Secretary Marianito Roque said that the increase was expected due to the influx of fresh graduates. Based on the survey, high school graduates comprised more than one-third (33.0%) of the unemployed students. On the other hand, college undergraduates comprised about one-fifth (21.5%), while the college graduates, 19.7 percent.

DOLE Utilizes Workforce to Aid Ondoy Victims

The Department of Labor and Employment (DOLE) has mobilized workforce in order to aid the victims of typhoon Ondoy (international name: Ketsana) and start the rehabilitation of the severely damaged communities.

DOLE Secretary Marianito Roque directed last October 5, 2009 for the immediate deployment of nurses under its Nurses Assigned in Rural Service (NARS). Some 40 nurses will initially be deployed to the most needy barangays particularly in San Juan, Pateros, Taguig, Caloocan, Malabon, Mandaluyong, Pasay, and Navotas. The nurses will be designated in evacuation centers to ensure the health and assist in the medical efforts to prevent sickness in the affected places.

Another action initiated by the Department is the creation of an emergency employment program, which intends to initially assist at least 1,450 workers in the National Capital Region (NCR), Regions 3 (Central Luzon) and Region 4-A (Cavite, Laguna Batangas, Rizal and Quezon). These workers will be paid minimum daily wage during the program's duration covering at least 15 days.

The said program targets to benefit 100 workers each in Marikina, Quezon City, Pasig, Pateros, and Taguig; 50 each in Caloocan, Malabon, Navotas, and Valenzuela in Camanava; and 50 each in Muntinlupa, San Juan, and Mandaluyong all in the NCR.

In Central Luzon, the program aims to assist 200 affected workers in Bulacan and another 100 in Pampanga. In Calabarzon, it seeks to help 150 affected workers in Cavite and another 100 affected workers in Rizal.

He said the program will provide the beneficiaries, through the local government units, with emergency employment particularly in clearing and de-clogging operations and reconstruction efforts like the repairs of damaged infrastructure such as school buildings, daycare center, drainage, irrigation system, etc.

In an interview with GMA-7, Sec. Roque clarified that they have yet to receive a report on the number of workers affected or rendered unemployed by the storm through the help of the National Statistics Office and the Department of Trade and Industry.

11th Cinemanila International Film Festival Showcases Local and International Film Masterpieces

Local and international films enthusiasts took part in celebrating the best of Philippine and world cinema at the 11th Cinemanila International Film Festival which began last October 15 and will run until October 25, 2009 at Bonifacio Global City and Market! Market! Cinemas in Taguig City.

Around 100 international and local films will be screened in a span of 10 days – from the current toasts of the local indie scene to the award-winners and favorites at prestigious festivals such as Cannes, Berlin, Rotterdam, Sundance, and Pusan. The festival will also feature workshops, seminars and master classes.

For its opening film, Cinemanila 2009 showcased Director Brillante Mendoza’s latest work, Lola (Grandmother). Director Mendoza’s latest work, Lola, was preceded by his film Kinatay (The Execution of P), which earned him the prestigious Best Director Award at the 62nd Cannes Film Festival last May 2009. Lola is slated as the Philippine surprise entry in the 66th Venice Film Festival, (Main Competition) which counts acclaimed filmmaker Ang Lee as Chairman of this year’ jury.

Closing the curtain for this year’s festival is the much-anticipated Himpapawid (Manila Skies) from award-winning independent filmmaker Director Raymond Red.

For this year, Cinemanila introduced a brand new component that will give credit to Philippine Machinima or “machine-animation” or “machine-cinema. The 2009 Cinemanila Machinima Film Festival aims to unearth machinimators and machinima talents in the region and to recognize this growing film making movement. GSP Celebrated 69th Anniversary and 21st National Convention at Tagbilaran City, Bohol

Around 350 delegates from 95 councils of the Girl Scouts of the Philipines(GSP) participated in its 21st National Council Convention and 69th Anniversary Celebration held last May 25-27, 2009 at Bohol Tropics Resort in Tagbilaran City, Bohol.

The theme of the GSP 21st National Convention is “ Join in, Reach out, Change lives”, which was adopted from the theme of the World Conference of the World Association of Girl Scouts held last July 6 – 12, 2008 in Johannesburg, South Africa.

One of the highlights of the convention is the awarding of the GSP Triennial Citation (2006-2009). The GSP Triennial Citation is given to individuals who are practicing the advocacies of the GSP. The awardees include Department of Education (DepEd) Secretary Jesli Lapus, Camarines Sur Fourth District Representative Felix Alferol, Philippine National Volunteer Service Coordinating Agency (PNVSCA) Director Joselito De Vera, Senator Francis Escudero, DepEd Undersecretary Vilma Labrador, Manila City Mayor Alfredo Lim, Philippines Free Press President and General Manager Enrique Locsin, Makati City First District Representative Teodoro Locsin Jr., Occidental Mindoro Representative Ma. Amelita Villarosa, and Manila Bulletin Chairman Emilio Yap.

During the convention, members of the GSP elected the officers of the Central Board for Triennium 2009-2011. Newly-elected officers are:

The Girl Scouts of the Philippines (GSP) was chartered as a national organization on May 26, 1940, pursuant to Commonwealth Act No. 542 under the administration of President Manuel L. Quezon.
The Girl Scouts of the Philippines was founded through the initiatives of Pilar Hidalgo Lim, then President of the National Federation of Women’s Clubs, Josefa Llanes Escoda, Executive Secretary of the Federation, and other committed women leaders. In a span of six years, GSP was accepted as member of the World Association of Girl Guides and Girl Scouts (WAGGGS) and was granted full membership status in 1948.

ASEP Gathered Engineers, Others For International Convention

Architects, building officials, civil engineers, consultants, developers, manufacturers, materials engineers, field inspectors, project engineers and managers, as well as structural engineering students attended the Association of Structural Engineers of the Philippines, Inc., (ASEP) 14th International Convention held at the Grand Ballroom of Great Eastern Hotel in Quezon City last May 21 – 22, 2009.

Guided by the theme, “Structural Engineering: Coping with the Global Crisis', the annual convention was filled with technical sessions that tackled a wide array of topics. These include performanced-based design; retrofitting and strengthening; structural failures; structural risk; natural hazards and disaster crisis mitigation; ISO Standards and Codes of Practice, earthquake and wind engineering; value engineering; engineering ethics; urban planning and infrastructure development; fire, impact, and blast loads; case studies on high-rise buildings and long-span bridges; and prestresses and pre-cast construction, foundation, and geotechnical issues.

Mind Mapping and Learning Secrets Uncovered at Educators and Trainers Conference 2009

Members of academic and business groups learned new techniques in teaching and learning at the Educators and Trainers Conference 2009 held last May 11 – 12, 2009 at the RCBC Plaza Tower 2 in Ayala, Makati City.

The conference was guided by the theme, “Discover a 'Brain New World' of Teaching and Learning”. The two-day event tackled wide range of topics related to learning, critical thinking, teaching methodology, and mind mapping.

Blogging Influence Acknowledged at iBlog5

iBlog5The strong influence of bloggers in promoting brand and stirring public opinion was acknowledged during the iBlog5: 5th Philippine Blogging Summit  held last May 9, 2009 at the Malcolm Theater, University of the Philippines College of Law in Diliman, Quezon City.

Organized by the UP Internet and Society Program, this yearly event began in 2005 when blogging was still unpopular in the country. The event aims to introduce blogging and analyze the possible contributions of bloggers in stirring public opinion. Furthermore, it gives bloggers fresh ideas on how to earn from blogging.

More than 250 bloggers from all over Metro Manila, Cebu, Iloilo, Davao, and other provinces participated during the whole day summit. During the event, popular personalities from the blogging community shared vital tips and advices on the new forms of blogging. Veteran photo bloggers Mr. Fritz Tentativa and Ms. Faith Salazar of Tanggera.com gave a crash course on photography and proper photo blogging. Ms. Kring Elenzano of Flippish.com along with pop culture blogger Mr. Azrael Coladilla  explained and demonstrated the concept and principles behind video blogging. Technology blogger Mr. Edwin ‘Ka Edong’ Soriano introduced a new form of blogging using mobile phones. Afterwards, Ms. Janette Toral, founder of DigitalFilipino.com gave her insights on how bloggers can make or break the candidacy of a presidentiable or anyone running for public office in the coming election.

CLEEP Generated Quarter of a Million Jobs In Six Months

National Anti-Poverty Commission (NAPC) announced that from the second week of January to the first week of July of 2009, nearly a quarter of a million jobs have been generated through the government's Comprehensive Livelihood and Emergency Employment Program (CLEEP).

In a statement, NAPC Secretary Domingo Panganiban said that the government has provided new jobs to some 237,611 Filipinos over the past six months. He added that 52% of the P13.58 billion pledged by various agencies have been utilized for the said program.

Secretary Panganiban revealed that the Department of Public Works and Highways (DPWH) generated 46,604 jobs for underemployed and unemployed Filipinos nationwide. This was followed by the Department of Agriculture (DA) with 37,524 job generation through its food security programs.

“The Department of Trade and Industry (DTI) helped some 29,545 Filipinos find jobs. The Department of Social Welfare and Development (DSWD) created jobs for 27,127 workers, and the Department of Education (DepEd) hired 19,356 workers for its herbal soap making project and as utility workers for the repair and maintenance of public school building projects during the period covered,” Secretary Panganiban added.

The NAPC Secretary stated that the said number of employed workers may increase as more government agencies submit their field reports. So far, 13 other government agencies were able to create jobs for another 77,445 workers nationwide.

SBMA, PCE Signed MOU to Aid Displaced Subic Workers

The Subic Bay Metropolitan Authority (SBMA) and the Philippine Center for Entrepreneurship (PCE) have joined forces to aid displaced Subic workers through entrepreneurship seminars.

SBMA administrator Armand Arreza and PCE founding trustee Ma. Jose Concepcion III signed a memorandum of understanding (MOU) last July 4, 2009 at the Manila Polo Club in Makati City indicating that displace workers will be given Go Negosyo seminars to prepare them to start their own business. Furthermore, the two-day comprehensive seminar, including books and hand-outs, which normally costs about P1,000.00 per participant, will be given for free.

In his interview with the press, Administrator Arreza said the program will initially benefit 200 former workers in the freeport who want to venture into small-to-medium-scale enterprises (SMEs), particularly those related to the tourism industry. Through the Go Negosyo program , he hopes that these workers can become employers and in turn, create more jobs.

Meanwhile, Mr. Concepcion ,who is also the chief executive officer of RFM Corp., said that SBMA made a good decision to encourage displaced workers to become entrepreneurs.

The Go Negosyo program is a flagship project of the PCE to prove that Filipinos can address poverty by engaging in entrepreneurship. According to the Go Negosyo website, PCE is a non-stock and non-profit organization that aims to make the Philippines a thriving entrepreneurial nation. In addition, PCE aims to instill among Filipinos a mindset of optimism and a culture of entrepreneurship, turning them into competitive entre- and intra-preneurs.

The MOU signing was witnessed by SBMA labor manager Severo Pastor Jr., SBMA public relations manager Armina Belleza Llamas, PCE executive director Ramon Lopez, and PCE programs development manager Myra Dorothy Lorredo.
