Malacañang Declared November 16 National Holiday

Malacañang declared Tuesday, November 16, a national holiday in celebration of the Muslim Festival called Eid’l Adha (Feast of Sacrifice).

Citing Proclamation No. 60, issued last November 9, 2010, President Benigno ‘Noynoy’ Aquino III based the proclamation on Republic Act 9849, which provides that Eid’l Adha, a movable feast, shall be observed as a national holiday.

Ed’l Adha is the tenth day in the month of Hajj or Islamic Pilgrimage to Mecca wherein Mulims pay homage to Abraham’s supreme act of sacrifice and signifies mankind’s obedience to God.

In an interview, Executive Secretary Paquito Ochoa said that Malacañang would also declare November 29, a Monday, a special non-working holiday in celebration of Andres Bonifacio Day, which fell on a Tuesday.

PAL Employees to Retain Job – DOLE

The Department of Labor and Employment stressed that the planned outsourcing of the services of Philippine Airline’s ground crew will not render the 2, 600 employees jobless.

DOLE Secretary Rosalinda Baldoz said that the employees involved in PAL’s non-core activities such as cargo handling, in-flight catering, and call center reservations operations will all be granted employment and hefty transition benefits.

The decision, in declaring valid the termination of the covered rank-and-file employees, established two parameters under the CBA: (1) the exercise of the management prerogative was done in a just, reasonable, humane, and lawful manner; and (2) the observance of the 45-day consultation period, required in the CBA, before implementing the reorganization.

In a statement, Sec. Baldoz said that the just and humane exercise of the management prerogative to close and outsource the services is reflected in the improved transition benefits that will be granted all affected employees which, she explained in the decision, are “over and above the benefits granted in the original decision and even under existing laws”.

The DOLE affirmed the original decision to specifically provide the employees a one-year guarantee of entry point salaries with the service providers.

The terminated employees shall be absorbed by their respective service providers, and PAL shall guarantee payment of their salaries for a period of at least one year from the time of their separation from employment as the original decision provided.

The said employees shall be absorbed by SkyKitchen Phil. Inc. (catering), SkyLogistics Phil. Inc. (airport services) and ePLDT Ventus, a PLDT subsidiary (call center), according to the decision.

Aside from being transferred, these employees will receive standard and additional benefits such as vacation leave, sick leave, extended medical and hospitalization package, gratuity of P50, 000.00 and trip passes.

The Philippine Airlines Employees Association (PALEA), however, is against the decision of the Labor department, saying that this will actually meant “death of job security at Philippine Airlines”.

PALEA President Gerry Rivera said “PALEA “The order is not a win-win solution that balances the interest of workers for job security and management for financial viability.”

PNoy Stressed RP Government's Commitment to Business Sector, Job Creation

President Benigno 'Noynoy' Aquino III stressed the Philippine Government's commitment to help the business sector as well as make more jobs available to the Filipinos in the coming years.

During the last day of the 36th Philippine Business Conference and Expo held at the Manila Hotel, President Aquino thanked the Philippine Chamber of Commerce and Industries (PCCI) for launching its Business Matrix Program, which aims to develop the countryside by promoting their livelihoods and opening up more opportunities for both micro, small and medium enterprises (SMEs) to sell their goods and services to large corporations.

"With a computerized networking system that bridges the gap between producers and sellers with their potential buyers and financial resources, you have shown once again, your commitment in empowering our people through the partnership of the private sector with the community," President Aquino said. We are all aware of the enormous problems we inherited, but we continue to work to improve the overall business climate," he added.

Furthermore, he again shared that companies such as Coca-Cola, Pfizer, AES, Hewlett-Packard, JP Morgan Chase, Sutherland Global Services, Inc., General Electric, Headstrong Corporation, SPI Global and Affinity Express have all expressed strong interest in investing in the country.

"We secured over $2.4 billion U.S. dollars worth of investments, covering a wide range of investment areas, from power generation to garments and leather goods, and of course the BPO industry. This translates to at least 43,600 new jobs and as much as 200,000 indirect jobs owing to the multiplier effect in the next three years...More jobs shall come our way as we implement projects under the Public-Private Partnership (PPP) system which we hope to launch by the next month," President Aquino said.

The PPP Center aims to give businesses advisory services, technical assistance, training, and capacity development in the preparation of their ventures into government undertakings.

President Aquino said, "we are simplifying the process of establishing a business, and in stamping out red tape, as well as in improving infrastructure, and relaxing regulations on air travel to and from the country. All of these reforms are being undertaken in order to create a business-friendly atmosphere that will benefit you and the entire nation in the long run."

Recruitment Agencies Will Pay OFW Insurance Coverage - POEA

The Philippine Overseas Employment Administration (POEA) stressed that employers and recruiters are mandated by law to pay for the insurance coverage of workers and seafarers they hire and should not be charged to them.

In a news release, POEA Administrator Jennifer Jardin-Manalili said the agencies should not pass on to their recruits, directly or indirectly, the cost of the insurance premium of the worker or face penalties in accordance with existing POEA rules and regulations.

As mandated by Republic Act 10022, known as the Migrant Workers Law, licensed recruitment and manning agencies or foreign employers shall pay for the insurance coverage of workers and seafarers they hire and should be at no cost to the worker or seafarer.

Administrator Manalili added that a certificate of cover (COC) provided by an insurance company licensed and certified by the Insurance Commission (IC) is required before the issuance of overseas employment certificate (OEC) or exit clearance of agency-hired OFWs.

For seafarers, a certificate of entry or other proofs of insurance coverage from the manning agency shall be accepted if the vessel is covered by protection and indemnity, provided that the minimum coverage under sub-paragraphs (a) to (i) 0f Section 37-A of Republic Act 8042, as amended, are included. The coverage must also conform with pertinent POEA rules and regulations and the POEA Standard Terms and Conditions Governing the Overseas Employment of Filipino Seafarers on Board Ocean-Going Ships. as stated in the news release.

She said the insurance coverage is optional for name hires(or those directly hired by the company and did not go through an agency), rehires (balik-manggagawa or vacationing workers) and workers hired through government-to-government arrangement. They may request their foreign employers to pay the cost of insurance or they may pay the premium themselves.

The insurance coverage shall be effective for the duration of the worker s employment contract and shall cover, at the minimum, the benefits provided for by the Omnibus Rules and Regulations Implementing Republic Act 8042 as amended by RA 10022.

The insurance coverage shall include accidental death, natural death, permanent total disablement, repatriation cost, subsistence allowance, settlement claims, compassionate visit, medical evacuation, and medical repatriation.

In reaction, recruitment consultant Emmanuel Geslani said that some recruitment agencies that are not charging placement fees may be forced to closed down due to this policy. On the other hand, agencies that charge such fees may not be able to make the client company agree to shoulder the additional fees for insurance. Furthermore, Geslani said that the Overseas Workers Welfare Administration might as well be abolished, as the duty of protecting OFWs will now be in the hands of predatory private insurance companies."

Malacanang Declares Barangay, SK Elections as Special Non-working Holiday

President Benigno 'Noynoy' Aquino III declared Monday, October 25, a special non-working holiday throughout the country to allow voters to take part in the Barangay and Sangguniang Kabataan (SK) elections.

Citing Proclamation No. 48 issued last October 6, the President said that “it is imperative that the people be given the fullest opportunity to participate in the said elections and exercise their right to vote.”

On October 25, voting will be for one barangay chairman, one SK chairman, seven Sangguniang Barangay members and seven SK members. Manual voting will be used during the elections though. Commission on Elections Chairman Jose Melo said that they decided to have the Barangay elections done manually because it is less expensive than to have it automated. Automated elections would require printing of precint-specific ballots.

DOLE, NWPC Propose Two-Tiered Wage

The Department of Labor and Employment (DOLE) through its attached agency, the National Wages and Productivity Commission (NWPC), is proposing the adoption of a new wage system that will replace the current minimum wage setting in the country.

According to NWPC Executive Director Ciriaco Lagunzad III, the proposed two-tiered wage mechanism seeks the provision of floor wage to protect the income of vulnerable workers and enterprise productivity-based approach in determining wages above the minimum. He explained that the first tier is a mandatory national wage, or a floor wage, which will protect the incomes of the most vulnerable sectors from undue low wages. The second tier above the national floor is productivity-based. This seeks to encourage improved work performance, remove the disincentive for collective bargaining, and promote bipartite modes in determining wages and other terms and conditions of work.

Exec. Dir. Lagunzad said that the current wage system is vulnerable to inflation and unemployment, increases informality, distorts pay structures, weakens incentive for collective bargaining, and discourages pay-for-performance schemes.

Under the current setting, the Regional Tripartite Wages and Productivity Board (RTWPB) adjust the minimum wage based on petitions filed by labor groups or motu propio (on its own). Before granting or declining the petition, a series of consultations and public hearings are held to determine the effect on both sides – the employer and employee as well as other sectors involved.

DOLE Sec. Rosalinda Baldoz said that a two-tiered wage policy reform can be initiated within the present system of wage fixing under RA 6727 or the Wage Rationalization Act. Under said law, the RTWPB is allowed to set the minimum or floor wage rates in the region along industry lines, and promote productivity improvement at all level.

Baldoz also said the members of the RTWPB in various parts of the country and the NWPC are conducting consultative meetings with different labor and e mployer groups to facilitate policy formulation on the development of compensation strategies based on workers and enterprise performance and productivity.

“The consultative meetings aim to pursue higher wages based on performance and productivity, and eliminate vulnerability among the working poor,” she said. Furthermore, the consultations between the RTWPBs and the labor sector and employers complement a key item in the 22-point labor and employment agendum of President Benigno S. Aquino III which seeks to align the country’s labor policies with international treaties and International Labor Organization conventions.

PNoy's US Trip To Generate 40,000 Jobs

President Benigno 'Noynoy' Aquino's week-long trip to the United States is expected to yield about 40,000 jobs after successfully speaking with world leaders and possible foreign investors.

According to President Aquino, this will be the fruit of the expected $ 2.5B fresh investments from the US businesses. The said invested will be devoted to the power, business process outsourcing (BPO), health care and textile sector.

“We saw in this past week the working visit of our president in the US. We should be happy with commitments of thousands of new jobs for our countrymen and new investments that would rejuvenate the economy. We have many successes in the trip,” Presidential Communications Operations Office (PCOO) head Herminio Coloma said during an interview in government-run Radyo ng Bayan.

During the trip, the Philippine Government also received the $434-million Millennium Challenge Corporation (MCC) development and anti-corruption grant from the US government. Aside from that, President Aquino was able to have a personal meeting with other world leaders like Singapore Prime Minister Lee Hsien Loong, United Nations Secretary General Ban Ki-moon, and US President Barack Obama. He was also able to attend the ASEAN-US (Association of Southeast Asian Nations - United States) leaders’ meeting.

President Aquino also met with officials of JP Morgan Chase & Co., Hewlett Packard, and the Philippine Development Foundation USA (PhilDev USA, formerly known as Ayala Foundation USA AF-USA).

Prior to leaving for the States, the President said that his US trip would be devoted to encouraging investors and create jobs. “We are not talking a hundred, two hundred jobs. We are not even talking a thousand. We are talking more than that," he said.

TESDA to Close 'Bogus' and Non-Performing Schools

The Technical Education and Skilled Development Authority (TESDA) will soon start shutting down 'bogus' and non-performing technical and vocational schools.

According to TESDA Director General Joel Villanueva, once the performance review of these schools is complete, they will exercise their power to shut them down. He said that these tech-voc schools have been producing graduates that are unable to get jobs because of the poor quality of modules they use. On the other hand, some schools that have 'average' training modules charge very high tuition fees.

Dir. Villanueva, however, declined to publicize the names of these schools and institutions for now.

“Our goal is to produce quality, globally-competitive graduates; to make sure that our tech-voc graduates will be employed whether here or abroad after their trainings. We have to take action against these kinds of tech-voc schools and institutions and close them down,” he said.

Villanueva added that TESDA will enlist the help of local government units and the association of tech-voc institutions to run after these schools.

More Job Opportunities Made Available in Canada through Renewed MOU

Department of Labour and Immigration of Manitoba, Canada signed a renewed Memorandum of Understanding (MOU) with the Department of Labor and Employment (DOLE) which aims to help recruit more overseas Filipino workers (OFW) and continue to ensure their protection.

DOLE Secretary Rosalinda Dimapilis-Baldoz signed the MOU on behalf of the Philippines while Premier Greg Selinger signed on behalf of Manitoba in a simple function held in Makati City. Under the MOU, both parties will work together to enable Filipino workers to enter Manitoba under a process that is effective and clearly communicated to employers and workers alike.

The shared priorities for collaboration and cooperation under the new MOU include, but are not limited to, the following:
  1. Ensure that the need of Manitoba employers for Filipino workers with appropriate skills are met through training and credential-recognition activities;
  2. Expedite the approval of selected workers for employment opportunities in Manitoba, including efforts to support the work of the Canadian visa office in Manila in the processing of worker workers' permits and visas;
  3. Promote sound, ethical, and equitable recruitment and employment practices;
  4. Share information to support initiatives, subject to privacy laws of the Government of the Republic of the Philippines and the Government of Manitoba, Canada; and
  5. On prior agreement, explore the role for the International Organization for Migration to support the foregoing initiatives.
According to Sec. Baldoz, due to the low birth rate and aging population of Manitoba, they will need 20,000 new workers annually by 2016. Possible jobs involve carpentry, plumbing, and electricity. Salinger added that this will also open opportunities for other professions like engineers, accountants, medical professionals like doctors and nurses, among others.

Sec. Baldoz added that with the new RP-Manitoba agreement and the improving world economy, more OFWs may be deployed to Manitoba starting this year, adding Filipino workers from the health, agricultural production, hotel, and restaurant and construction sectors will continue to be in demand in Manitoba.

More Pinoys Employed in Latest Labor Report

The latest Labor Force Survey (LFS) of the National Statistics Office (NSO) revealed that more Filipinos now are employed compared to unemployed or underemployed.

Based on the July 2010 LFS, the country’s employment rate was at 93.1 percent, estimated at 36.3 million; higher by 300,000 compared to last April. This was also higher by as much as seven million compared to the July 2009 data.

Similar to previous labor surveys, the National Capital Region had the lowest employment rate, measured at 89.1 percent, while the Cagayan Valley, Zamboanga Peninsula, Northern Mindanao and Autonomous Region in Muslim Mindanao (ARMM) posted the highest employment rate at 96 percent.

On the other hand, the number of unemployed Filipinos decreased by as much as four million. The latest data showed the unemployment rate at 6.9 percent, which represented approximately 2.7 million, compared to April’s unemployment rate at 8.0 percent, or 3.1 million Filipinos. July 2009’s unemployment rate was at 7.6 percent.

Canada Minister to Visit Manila, Discuss Increase ‘Intake of Skilled Immigrants’

The immigration minister of Canada is set to visit Manila to discuss their plan to ‘increase intake of skilled immigrants’ as well as other issues involved.

Canada’s Citizenship, Immigration and Multiculturalism Minister Jason Kenney will be in the Philippines from September 16 – 18, 2010. Minister Kenney has visited other places such as Paris (France), New Delhi, Chandigarh (India), Hong Kong, and Beijing (China).

Similar to his trip New Delhi, Hong Kong, and Beijing, his visit to Manila will focus on how the Government of Canada’s recent announcement to increase intake of skilled immigrants will affect the country.

Minister Kenney, who is set to meet with local government officials, will also discuss opportunities for a collaboration on anti-fraud initiatives against attempts such as the use of marriages of convenience to circumvent Canada’s immigration laws.

In addition, he will explain what the Government of Canada is doing to protect live-in Filipino caregivers, including giving them the most generous pathway to permanent residence.

His meeting will also highlight the Philippines as one of the largest source countries of immigration to Canada. Minister Kenney will also seek government cooperation on the prosecution of crooked consultants and recruiters, many of whom victimize individuals who dream of immigrating to Canada as live-in caregivers.

South Korea Offers Overseas Work to Antipolo Jobseekers

The Jong Phil Language Center, Inc. (JPLCI) announced that South Korea is offering at least 6,000 job opportunities to jobseekers from Antipolo City, Rizal.

According to JPLCI President JP Choi, South Korea is currently in need of factory workers. Furthermore, no work experience is required. Interested applicants must be 18 to 37 years old, pass the Korean Language Test, and submit the required documents.

Qualified workers can earn from P30, 000.00 to P50, 000.00 a month and enjoy free housing as well.

Public Employment Service Office (PESO) Chief Roger Atim said that jobseekers should start planning their future now. The government is providing the opportunity at a chance of a better life by working abroad through such initiatives.

Interested applicants must register at the PESO - Antipolo City from September 19 - 23.

DOLE Warned Jobseekers about Malaysian Online Recruitment Scam

The Department of Labor and Employment (DOLE) issued a warning to Filipino jobseekers looking for work in Malaysia about an online recruitment scam.

In a statement, DOLE Secretary Rosalinda Baldoz aired the warning after receiving a report from the Philippine Overseas Labor Office (POLO) in Kuala Lumpur saying that there are emails circulating, apparently from the Immigration Department of Malaysia. It is an alleged notice about their visa processing requirements.

She explained that the alleged notice from the immigration authority is informing a prospective applicant of a pending appointment letter from a certain company, Mobil Oil Company, which allegedly requests for the processing of the applicant’s documents.

Labor attaché to Kuala Lumpur Hassan Gabra Jumdain said the email states that after securing all the necessary documents from the applicant, the processing of a visa or residence work permit would cost the worker a total of US$ 670.00 (around PhP 30,150.00). The applicant should send the amount through Western Union, to an account name with a government office address in Kuala Lumpur.

“The email also indicates that the cost of pre-paid flight tickets will be shouldered by the host employer, in this case Mobil Oil Company,” Jumdain reported.

Sec. Baldoz reminded prospective overseas Filipino workers to strictly observe precautionary measures pertaining to applications for overseas employment in Malaysia. “Such notices are a hoax and prospective workers for Malaysia should be very wary about answering these hoax emails,” Baldoz warned.

“They should only deal with licensed recruitment agencies posted at the Philippine Overseas Employment Administration (POEA) website or visit the POEA for advice. They should not be lured by sweet words from fixers and agents promising overseas jobs for a fee. Better still, they should immediately report illegal recruiters to government authorities,” she said.

Sec. Baldoz warned illegal recruiters to stop plying their illegal schemes because the law will eventually catch up with them.

Palace Declared September 10 a Regular Holiday for Eid'ul Fitr Celebration

President Benigno 'Noynoy' Aquino III declared Friday, Sept. 10, as a regular holiday throughout the country in observance of Eid'ul Fitr or the Feast of Ramadan.

Citing Proclamation No. 26, the President said that since the main date for the celebration of Eid’l Fitr for 2010 falls on Sept. 10, the entire Filipino nation “should have the full opportunity to join their Muslim brothers and sisters in observing and celebrating Eid’l Fitr”. Furthermore, the declaration of the said holiday will “bring the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness”.

The proclamation is based from Republic Act 9177, which declared the first day of Shawwal, the tenth month of the Islamic calendar, a national holiday for the observance of Eidul Fitr.

Eid’l Fitr is the festival when the Muslims end their holy month of fasting or Ramadan. This year, Ramadan began on August 11 and will end this Friday. The Office of Muslim Affairs supervises the declaration of this holiday based on the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations.

More Filipinos Turning To Medicine amidst Nursing Demand Decline

More Filipino graduates, particularly those pursuing Nursing, are now shifting to Medicine as the demand for nurses worldwide continues to decline.

According to Dr. Jose Cueto, member of the Professional Regulations Commission Board of Medicine, more students are now taking the National Medical Admission Test (NMAT) compared to six years ago when there was a high demand for nurses overseas.

Dr. Cueto said, “Before, it’s the doctors who were taking up nursing because they want to work abroad. Now it’s the reverse, our nurses are continuing their studies and are entering medical schools.”

Passing the NMAT is a requirement for any bachelor’s degree holder to be admitted to any medical school in the Philippines and become a doctor. Aside from Nursing, Physical Therapy and Medical Technology are two of the best preparatory courses for Medicine.

Recent reports from the Philippine Overseas Employment Administration (POEA) attested to this. Based on POEA data, the number of professional nurses deployed to other countries only increased by 6.71%, from 12,618 to 13, 465 in 2009. In 2008, the rate of migrant nurses rose by 40.13%.

However, despite the increasing number in registered doctors, members of the Board of Medicine said it would still not be enough to address the lack of doctors in rural areas, since new doctors usually prefer to practice their profession abroad. Dr. Cueto urged the government to address the exodus of the country’s health workers overseas.

VP Binay Suspended Pag-ibig Contributions of OFWs


Vice President and Housing and Urban Development Coordinating Council (HUDCC) Chair Jejomar ‘Jojo’ Binay suspended the implementation of the order mandating the six-month advance contribution of Overseas Filipino Workers (OFWs) to the Home Development Mutual (Pag-ibig) Fund.

Vice Pres. Binay also ordered the Pag-ibig and the Philippine Overseas Employment Administration (POEA) to conduct a thorough study and more consultations with the affected sectors. He said there is a need to review the legal basis and propriety of compelling OFWs to pay in advance the equivalent of a six-month contribution, or P600, as precondition to their departure.

“What is important is that government should assist our OFWs and should not be seen as further imposing burdens on them. Aside from reviewing the legal basis for the order, the concerned government agencies should hold more consultations with the affected sectors. There should be transparency in the process," he said.

"There are benefits to be derived from Pag-ibig membership and this should be explained fully to our OFWs," he added.

Pursuant to the order of Vice Pres. Binay, POEA issued a statement last August 16 stating that the POEA is set to meet with Pag-ibig officials immediately to conduct further studies and consultations on the issue and discuss a more facilitative mechanism to implement the coverage of workers under the Fund.

In the meantime, in accordance to Republic Act 9679 which makes PAG-IBIG membership compulsory to OFWs, all overseas workers can pay their contributions directly through any PAG-IBIG office nationwide. POEA also said that required insurance coverage for OFWs, as provided under Republic Act 10022, will be implemented only after the Insurance Commission issues its guidelines on the matter.

Last July 7, POEA issued Memorandum Circular No. 06, Series of 2010, mandating all out-bound OFWs to pay six-months' worth of PAG-IBIG membership contribution. The memorandum states that overseas workers will not be able to get their Overseas Employment Certificate (OEC) and leave the country unless they have paid the said amount.

When the memorandum was issued, it was immediately met with retaliation from various labor groups such as Migrante International, who called it as a “legalized kotong.”

Thousands of Construction Workers Needed in Guam, CNMI – DOLE

Thousands of overseas workers will be needed in Guam once the construction of a Naval Hospital worth US$700 million starts by the first quarter of 2011.

Citing a report from Saipan-based Labor Attaché Carmelina Velasquez, Department of Labor and Employment Secretary Rosalinda Baldoz said construction for the military facilities build up will be until 2020. Every year, a project worth about a billion US dollars will be awarded to a construction firm, requiring around 7,000 to 10,000 construction workers.

A Filipino contractor in Guam informed the Philippine Overseas Labor Office in the area that 50% of the required manpower can be sourced out from the Philippines because of its workers’ experience and track record of performance.

Labor Attachè Velasquez, in her report, said that considering Guam cannot accommodate all trainings for the relocation, the US military is looking at the island of Tinian in the Commonwealth of the Northern Marianas Islands (CNMI) to provide opportunities for training groups of 200 marines or more due to greater land availability.

Velasquez said the proposed military training on Tinian includes firing ranges for long distance rifle, automated pistol combat, platoon battle course, field training, and airspace use. She added that should this project push through, there will also be employment opportunities for Filipino workers in CNMI.

The Labor Attaché said project biddings and awarding for the military facility construction are scheduled this year, although data on manpower requirements are not yet available as of press time.

In this light, the Philippine Embassy in Guam, through the Department of Foreign Affairs and Philippine Overseas Employment Administration (POEA), reiterated the "no recruitment fee" policy of the United States for foreign workers falling under the H2-B visa classification. The H2-B visa is a 10-month visa for short-term or seasonal workers in non-agricultural positions, such as in construction, cleaning, hotel, restaurant and landscape.

Philippine Consul General Bayani S. Mercado met with U.S. State Department Acting Fraud Prevention Manager Clay Allen to discuss joint measures to inform the general public about the U.S.' no recruitment policy' for the said working visa. This was in response to reports that many overseas Filipino workers paid manpower agencies substantial amounts for placement or recruitment fees.

In a separate statement, the POEA stressed that they have adopted a policy that prohibits charging of placement fees from those applying for jobs in countries that do not allow such fees since 2001. Aside from the U.S., other countries that prohibit this include the United Kingdom, Ireland, Israel, some parts of Canada (like Alberta, Manitoba, British Columbia, Seskatchewan), and the Netherlands.

POEA Administrator Jennifer Jardin-Manalili urged jobseekers to report recruitment agencies that charge such unnecessary fees and to contact POEA for any developments on the Guam labor market.
