RAP Spearheads 2009 Annual Reading Convention

School administrators, department heads, reading program coordinators, and professors from all over the Philippines participated in the Reading Association of the Philippines (RAP) Annual Summer Conference held last April 24 – 25, 2009 at St. Paul University Auditorium, St. Paul University in Pedro Gil St., Manila.

Organized by the Reading Association of the Philippines, in cooperation with the Department of Education (DepEd) and the Commission on Higher Education, the conference carried the theme, “Developing Reading Comprehension Across Levels”. The event aims to bring together reading education, readership, methods and strategies in teaching reading practitioners from various parts of the country, to share their research and best practices on reading assessment and intervention.

During the annual convention, several plenary sessions on literacy, developmental reading, and literacy and technology were conducted by professors from different universities in the Philippines. This year’s featured speaker was Dr. Maryann Manning, a board member of the International Reading Association, who explained about early literacy and Research on Reading Teacher Development.

On the other hand, Dr. Rosemary Green from Basic Education Assistance for Mindanao and Dr. Dianne Dekker from Summer Institute of Linguistics (SIL) discussed about Multilingual Literacy. Representatives from the Philippine Board on Books for Young People, Reach out and Read – Philippines, and Read or Die Book Club informed the participant about their literary advocacies. Department of Science and Technology Undersecretary Dr. Fortunato De la Peña and DepEd Assistant Secretary Jesus Mateo jointly shared their knowledge on Literacy and Technology.

2009 Philippines 21 Young Leaders Forum Now Open for Nominations

Asia Society, a leaading global organization working to strengthen relationships and promote understanding among the people, leaders, and institutions of Asia and the United States, recently announced the opening of a new class of promising young achievers for the Philippines 21 Young Leaders Initiative.

A flagship program of the Asia Society Philippine Foundation, the Philippines 21 Young Leaders Initiative seeks to identify and develop a network of change-makers across various sectors to meet, educate, and inspire each other; collaborate and share ideas on public service and other meaningful initiatives; and build relationships of trust and understanding.

Nominees must be between 25-40 years old, of Filipino citizenship, and must have substantial leadership experience in their chosen field, including but not limited to the following: academe, business, civil society, media, arts and culture, military, and government. Also, prospective Philippines 21 Fellows must be able to commit time and effort to achieve the goals and projects set by their Class.

Upon selection as Philippines 21 Fellows, the Class of 2009 will convene at a two-day forum where they will engage in roundtable discussions on issues concerning the Philippines and the Asia Pacific region, in preparation for their participation in the international program, with the ultimate goal of developing projects to address these issues.

The annual Forum, co-presented by the Philippine Daily Inquirer, the official media partner of the Philippines 21 Young Leaders Initiative, will be held in the last week of August.

Philippines 21 Fellows will serve as the country’s official delegation to the Asia 21 Young Leaders Summit. This year’s Summit, scheduled for November in Kuala Lumpur, Malaysia, will bring together some 200 of the most dynamic next generation leaders from Asia and the United States.

DOLE, Labor Unions, Others Staged Biggest Job Fair

The Department of Labor and Employment (DOLE) teamed up with the country’s largest labor unions and private sectors to hold the biggest simultaneous job fairs in all regions nationwide last May 1, 2009, Labor Day

Aptly titiled “Labor Day Tayo Na! Trabaho Na! JOBapalooza 09”, the event aims to serve as a venue for fresh graduates and workers affected by the global economic downturn to find available job here and abroad.

JOBapalooza ’09 was held simultaneously in 16 regions on Labor Day with the help of sponsoring firms, employers, recruitment agencies, local government units, Public Employment Service Offices (PESOs), and other government agencies. 830 employers offering a total of 45,776 local employment and 847 recruitment agencies offering a total of 173,204 job vacancies for overseas work participated during the nationwide job fair.

The Manila leg was held at the SMX Convention Center, SM Mall of Asia in Pasay City while the Cebu leg was held simultaneously at SM City Cebu and the Cebu Provincial Capitol Compound. The Amusement and Events Center of the Pagadian Provincial Capitol Compound served as the venue for the Zamboanga del Sur Leg and the Baguio Convention Center for the Baguio City Leg.

In a statement posted at the Department’s website, 10,000 applicants were hired on the spot nationwide during the biggest job fair in the country to this date while around 16,000 applicants were referred to participating firms which offered highly in-demand jobs.

In demand jobs in the country at present include those in call centers, business process outsourcing, IT services, wholesale and retail, construction, engineering, automotive, food and beverages, catering, hotels and restaurants, agriculture and agri-related business, manufacturing, apparel, education, banking and finance, travel and tourism, real estate, transportation, hospital and medical services, and bio-technology and clinical research.

Apart from the job fair, there were also skills demonstration, livelihood products display and sales, and distribution of training and scholarship certificates. The Overseas Workers Welfare Administration (OWWA), on the other hand, extended a total of P9 million in livelihood assistance to 200 overseas Filipino workers (OFWs) who were displaced by the global crisis. Almost P3 million was also granted to eight Metro Manila-based labor groups to fund their livelihood projects under the workers income augmentation program (WINAP).

The Manila leg of JOBapalooza ’09 staged “Alay sa Manggagawang Pilipino", a concert featuring the country's top bands to serve as tribute to the country's working men and women who serve as the backbone of the economy. Among the performers were Gary Valenciano and Rivermaya.

The participating trade unions are the Trade Union Congress of the Philippines, Federation of Free Workers, Associated Labor Union, Philippine Transport General Workers Organization, All Workers Alliance Trade Union, Trade Union of the Philippines and Allied Services, Alliance of Filipino Workers, Philippine Organization of Labor Unions, and the National Association of Trade Union.

6,000 Pinoys Land Jobs through CLEEP

From March to April of this year, more than 6,000 Filipinos were able to secure jobs through the government’s Comprehensive Livelihood and Emergency Employment Program (CLEEP), according to the National Anti-Poverty Commission (NAPC).

NAPC Secretary Domingo Panganiban stated in his interview with the press that around 6,673 more Filipinos were hired to work for CLEEP Projects from March 23 to April 13 this year. This shows an average of more than 300 jobs a day for 21 consecutive days.

These newly hired workers will work on port projects, construction of farm-to-market roads, construction and maintenance of Tindahan Natin outlets, rehabilitation of irrigation systems and hospital facilities, and the establishment of micro-enterprises, among others.

In the same interview, Sec. Panganiban said, “CLEEP projects are not only designed to create jobs for poor and underprivileged Filipinos, they are also meant to improve basic services and encourage private investments, which we need to keep our economy strong and forward moving,”

With the new hires, NAPC reported that over 81,000 Filipinos have benefited from the program spearheaded by President Gloria Macapagal – Arroyo.

Canada and Korea-based Jobs Available for Pinoys

More Filipinos will have a chance to work in South Korea based on the new Employment Permit System (EPS) to be signed by the Philippines and South Korea this May.

According to Department of Labor and Employment (DOLE) Assistant Secretary Reydeluz Conferido, EPS is scheduled to be signed in late May of this year. The agreement contains several improvements that will result to bigger employment opportunity from South Korea.

DOLE officials have requested South Korean partners to relax the language requirement and to carefully evaluate the companies that seek to employ overseas Filipino workers (OFW) to ensure they are financially sound and would not lay off workers.

Asst. Sec. Conferido, in his interview with the press, said that OFWs are required to take the Korean Language Test every time they return to Korea to work. As of the moment, the department is requesting that this will be amended and to avoid multiple language testing for those who have already passed the examination.

The last EPS between the two countries was signed in 2006 and expired last October 2008.

Meanwhile, about 25,000 jobs are exclusively available for Filipinos in Canada, according to Mr. Richard Mills of the Canadian Chamber of Commerce of the Philippines.

In his interview with ABS-CBN News, Mr. Mills stated that the available jobs come from the engineering, health care, and oil industry.

DOLE Sectary Marianito Roque disclosed that the job openings are part of the memorandum of understanding between the Philippines and Canadian provinces, namely British Columbia, Manitoba, Alberta, and Saskatchewan.

In addition, the country has similar hiring agreements with Australia and Japan where there are employment opportunities specifically in healthcare, education, energy, and real estate sectors.

Displaced Workers Rehired, OFWs Retained Jobs

According to the Department of Labor and Employment (DOLE), the effects of the global economic crisis on the employment sector has gradually decreased as more workers who were temporarily laid off or placed under flexible work arrangements have returned to their regular jobs.

Based on the data from the Bureau of Labor and Employment, DOLE Secretary Marianito Roque cited that over 14,000 workers have returned to their regular workload. These include 7,975 workers in 29 firms from Region IV-A (Calabarzon), 2,418 workers in 11 firms from Region 3 (Central Luzon), 1,712 workers in seven firms from Region 12 (Davao), and 1,588 workers in two firms from Cordillera Administrative Region.

In a statement posted in the DOLE website, Sec. Roque said, “the positive development is an indication that more affected workers would be returning to their regular jobs. “ The Secretary added that several firms are slowly returning to their normal operations and work hours. As such, workers who were laid off on a temporary basis where called back to work for their companies.

Furthermore, Sec. Roque revealed that despite the crisis, investors are coming in to the country to establish their businesses, paving the way to job generation and employment. The Cavite Economic Zone, for example, attracted new investors aiming to put up new hotels and resorts in the country.

Meanwhile, the number of overseas Filipino workers (OFW) being displaced has decreased “to almost negligible levels” according to DOLE Undersecretary Rosalinda Baldoz in her interview with the Philippine Daily Inquirer. In the same interview, Usec. Baldoz disclosed that employment situation in Taiwan has significantly improved. Sec. Roque revealed that 851 laid off OFWs were rehired by their foreign employers. On the other hand, 468 Filipino workers found new jobs in Taiwan last March.

The Labor Secretary also said that companies affected by the global crisis are retaining the OFWs to avoid losing their quotas and in anticipation of improvement in the economy of Taiwan in the fourth quarter.
