Malacañang Declared November 16 National Holiday

Malacañang declared Tuesday, November 16, a national holiday in celebration of the Muslim Festival called Eid’l Adha (Feast of Sacrifice).

Citing Proclamation No. 60, issued last November 9, 2010, President Benigno ‘Noynoy’ Aquino III based the proclamation on Republic Act 9849, which provides that Eid’l Adha, a movable feast, shall be observed as a national holiday.

Ed’l Adha is the tenth day in the month of Hajj or Islamic Pilgrimage to Mecca wherein Mulims pay homage to Abraham’s supreme act of sacrifice and signifies mankind’s obedience to God.

In an interview, Executive Secretary Paquito Ochoa said that Malacañang would also declare November 29, a Monday, a special non-working holiday in celebration of Andres Bonifacio Day, which fell on a Tuesday.

Malacanang Declares Barangay, SK Elections as Special Non-working Holiday

President Benigno 'Noynoy' Aquino III declared Monday, October 25, a special non-working holiday throughout the country to allow voters to take part in the Barangay and Sangguniang Kabataan (SK) elections.

Citing Proclamation No. 48 issued last October 6, the President said that “it is imperative that the people be given the fullest opportunity to participate in the said elections and exercise their right to vote.”

On October 25, voting will be for one barangay chairman, one SK chairman, seven Sangguniang Barangay members and seven SK members. Manual voting will be used during the elections though. Commission on Elections Chairman Jose Melo said that they decided to have the Barangay elections done manually because it is less expensive than to have it automated. Automated elections would require printing of precint-specific ballots.

PNoy's US Trip To Generate 40,000 Jobs

President Benigno 'Noynoy' Aquino's week-long trip to the United States is expected to yield about 40,000 jobs after successfully speaking with world leaders and possible foreign investors.

According to President Aquino, this will be the fruit of the expected $ 2.5B fresh investments from the US businesses. The said invested will be devoted to the power, business process outsourcing (BPO), health care and textile sector.

“We saw in this past week the working visit of our president in the US. We should be happy with commitments of thousands of new jobs for our countrymen and new investments that would rejuvenate the economy. We have many successes in the trip,” Presidential Communications Operations Office (PCOO) head Herminio Coloma said during an interview in government-run Radyo ng Bayan.

During the trip, the Philippine Government also received the $434-million Millennium Challenge Corporation (MCC) development and anti-corruption grant from the US government. Aside from that, President Aquino was able to have a personal meeting with other world leaders like Singapore Prime Minister Lee Hsien Loong, United Nations Secretary General Ban Ki-moon, and US President Barack Obama. He was also able to attend the ASEAN-US (Association of Southeast Asian Nations - United States) leaders’ meeting.

President Aquino also met with officials of JP Morgan Chase & Co., Hewlett Packard, and the Philippine Development Foundation USA (PhilDev USA, formerly known as Ayala Foundation USA AF-USA).

Prior to leaving for the States, the President said that his US trip would be devoted to encouraging investors and create jobs. “We are not talking a hundred, two hundred jobs. We are not even talking a thousand. We are talking more than that," he said.

TESDA to Close 'Bogus' and Non-Performing Schools

The Technical Education and Skilled Development Authority (TESDA) will soon start shutting down 'bogus' and non-performing technical and vocational schools.

According to TESDA Director General Joel Villanueva, once the performance review of these schools is complete, they will exercise their power to shut them down. He said that these tech-voc schools have been producing graduates that are unable to get jobs because of the poor quality of modules they use. On the other hand, some schools that have 'average' training modules charge very high tuition fees.

Dir. Villanueva, however, declined to publicize the names of these schools and institutions for now.

“Our goal is to produce quality, globally-competitive graduates; to make sure that our tech-voc graduates will be employed whether here or abroad after their trainings. We have to take action against these kinds of tech-voc schools and institutions and close them down,” he said.

Villanueva added that TESDA will enlist the help of local government units and the association of tech-voc institutions to run after these schools.

Canada Minister to Visit Manila, Discuss Increase ‘Intake of Skilled Immigrants’

The immigration minister of Canada is set to visit Manila to discuss their plan to ‘increase intake of skilled immigrants’ as well as other issues involved.

Canada’s Citizenship, Immigration and Multiculturalism Minister Jason Kenney will be in the Philippines from September 16 – 18, 2010. Minister Kenney has visited other places such as Paris (France), New Delhi, Chandigarh (India), Hong Kong, and Beijing (China).

Similar to his trip New Delhi, Hong Kong, and Beijing, his visit to Manila will focus on how the Government of Canada’s recent announcement to increase intake of skilled immigrants will affect the country.

Minister Kenney, who is set to meet with local government officials, will also discuss opportunities for a collaboration on anti-fraud initiatives against attempts such as the use of marriages of convenience to circumvent Canada’s immigration laws.

In addition, he will explain what the Government of Canada is doing to protect live-in Filipino caregivers, including giving them the most generous pathway to permanent residence.

His meeting will also highlight the Philippines as one of the largest source countries of immigration to Canada. Minister Kenney will also seek government cooperation on the prosecution of crooked consultants and recruiters, many of whom victimize individuals who dream of immigrating to Canada as live-in caregivers.

Palace Declared September 10 a Regular Holiday for Eid'ul Fitr Celebration

President Benigno 'Noynoy' Aquino III declared Friday, Sept. 10, as a regular holiday throughout the country in observance of Eid'ul Fitr or the Feast of Ramadan.

Citing Proclamation No. 26, the President said that since the main date for the celebration of Eid’l Fitr for 2010 falls on Sept. 10, the entire Filipino nation “should have the full opportunity to join their Muslim brothers and sisters in observing and celebrating Eid’l Fitr”. Furthermore, the declaration of the said holiday will “bring the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness”.

The proclamation is based from Republic Act 9177, which declared the first day of Shawwal, the tenth month of the Islamic calendar, a national holiday for the observance of Eidul Fitr.

Eid’l Fitr is the festival when the Muslims end their holy month of fasting or Ramadan. This year, Ramadan began on August 11 and will end this Friday. The Office of Muslim Affairs supervises the declaration of this holiday based on the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations.

August 30 Still a Non-Working Holiday


Filipinos will still be able to enjoy a long weekend this month as Malacañang declared August 30 a regular non-working holiday in celebration of National Heroes' Day.

During a press briefing, Presidential Spokesman Edwin Lacierda said that since National Heroes' Day falls on August 30, they will abide by Presidential Proclamation No. 1841 issued by former President Gloria Macapagal Arroyo on July 21, 2009 which declared it as a holiday. “It falls on a Monday so it's not going to be moved so you're going to have a long weekend," Lacierda said.

Recently, the Palace repealed Proc. No. 1841 and observed Ninoy Aquino Day on its original date, August 21, declaring August 23 as a regular working day. Lacierda advised the public that they will now be dealing with holiday declarations “on a case-to-case basis.” Furthermore, he clarified that Malacañang is not trying to repeal Republic Act 9492, popularly know as Holiday Economics Law, but is simply exercising the provisions of the law that the president can modify or change a holiday either by law, order or proclamation.

“We are looking at making ourselves more productive. The idea is if the first day of the week is a holiday, it diminishes productivity for the rest of the week,” Lacierda said.

Since it is a regular holiday, employees who will work on Monday will receive 200% basic daily wage for the first eight hours, plus 30% of the per-hour rate for the succeeding hours counted as overtime.

For those whose rest day/day-off falls on Monday, they are entitled to receive an additional 30% of 200% of their daily wage plus another 30% of the per-hour rate for overtime if they decide to come to work.

Malacañang Declared August 23 as Regular Working Day


Contrary to earlier statements and reports, Malacañang formally said that Ninoy Aquino Day will be observed on August 21 and declared August 23 as a regular working day.

Citing Presidential Proclamation No. 13 issued last Wednesday, President Benigno 'Noynoy' Aquino III declared that Ninoy Aquino Day will be observed as a nationwide special non-working holiday on Saturday instead of August 23.

As stated in the proclamation, “observing Ninoy Aquino Day on August 21 instead of August 23 will avoid the imposition of unnecessary financial burden upon the employers, ensure the continuity of government, business and commercial transactions, promote productivity, while at the same time preserve the solemnity of the observance.”

Proclamation No. 13 formally modified Presidential Proclamation No. 1841 issued by former President Gloria Macapagal Arroyo on July 21, 2009 which stated that the death anniversary of the late Sen. Benigno 'Ninoy' Aquino, Jr. would be celebrated this year on August 23.

In a press briefing, Presidential Spokesman Edwin Lacierda said that some Cabinet Secretaries wanted to maintain the earlier declaration while others do not. But in the end, President Aquino ruled that Monday will be a regular working day. Lacierda, however, stressed that the President did not make the decision based on his personal sensitivities to the said holiday, which is the death anniversary of his father, but to strike a balance between the needs of both employers and workers.

Furthermore, Lacierda said that Republic Act 9492 gives the President authority to modify the declaration of holidays by law, order or proclamation. Thus, Malacañang will deal with it on a case-to-case basis.

PNoy Respects Law on August 23 Holiday


President Benigno Simeon 'Noynoy' Aquino III respects the Holiday Economics Law which declares Monday, August 23, as a special non-working holiday in observance of Ninoy Aquino Day.

According to Presidential Spokesman Edwin Lacierda, the current administration will honor and abide by Republic Act 9492, known as the Holiday Economics Law. The said law, introduced by former President Gloria Macapagal Arroyo in 2007, states that holidays that fall on a weekend, except those with religious significance, be moved to the nearest Monday.

The death anniversary of the President's father, Senator Benigno "Ninoy" Aquino Jr., is officially celebrated on August 21 and falls on a Saturday this year. Following the law, the said holiday will be observed the following Monday, August 23. In addition, Proclamation 1841, signed on July 21, 2009 by former President Arroyo declared Monday a special non-working holiday.

In recent reports, Lacierda said that President Aquino was not inclined to declare it as a holiday, being sensitive when it comes to celebrations involving his deceased parents. “As far as possible, President Aquino does not want to highlight the death anniversary or any anniversary of his parents just because of his position," said Lacierda.

In a media forum last August 6, President Aquino himself said he was uncomfortable with the idea of declaring a special non-working holiday which commemorates the death of his father. However, he said he would still consider it given that it is part of the holiday economics policy of former President Arroyo.

August 23 is incidentally also the anniversary of the Cry of Pugad Lawin..

PNoy's first SONA Not a Holiday

Malacanang Palace has announced that President Benigno Simeon ‘Noynoy’ Aquino III’s first State of the Nation Address (SONA) on July 26, 2010 will not be declared a holiday.

According to Presidential Spokesman Edwin Lacierda, the Palace had to consider the side of the business sector in declaring Monday as a regular working day event with the SONA. Furthermore, he said that they are not worried about the rallyists who have organized to stage protest rallies near the Batasang Pambansa or the House of Representatives where Mr. Aquino is set to deliver his first SONA. Mr. Lacierda also said that it is the decision of the Quezon City government whether to declare Monday holiday, particularly in the areas near the Batasang Pambansa.

Meanwhile, the Department of Education (DepEd) announced that public schools in the Batasang Pambansa and Commonwealth Avenue area will have no classes on Monday in line with PNoy’s first SONA. DepEd communications unit chief Kenneth Tirado said that administration of private schools in the affected area are expected to make their own announcement on class suspensions in line with the said event.

On Monday, President Aquino will address the Congress for the very first time after being sworn into office last June 30. In earlier reports, the President promised to deliver a ‘straightforward’ SONA with no gimmicks. His first SONA will discuss about the country’s current status, what the administration has done for the past few weeks and their plan of action for the next six years.

Aquino-Binay Inauguration Declared a Holiday

In observance of the inauguration of President-elect Benigno 'Noynoy' Aquino III and Vice President-elect Jejomar Binay, Malacanang Palace has declared June 30, 2010, a Wednesday, a special non-working holiday.

Outgoing president Gloria Macapagal-Arroyo signed Proclamation No. 2085 last June 17 declaring June 30 as a special non-working holiday stating that “it is fitting and proper that all citizens of our country be given full opportunity to witness and welcome this historic event in the life of the nation .”

In a press briefing, Presidential spokesman Ricardo Saludo said that the said declaration will give Filipinos an opportunity to witness the inauguration either at the venue or at home through television or radio broadcast.

The inauguration of President-elect Aquino, the 15th Philippine President of the Republic, will be held at the Quirino Grandstand in Rizal Park (formerly Luneta) in Manila.

Afterwards, a street party will be staged at Quezon City Memorial Circle, which will be free for everyone.

OFW Group Urges President-Elect to Review Labor Export

Overseas Filipino Worker group Migrante has extended their congratulations to leading presidential candidate Benigno ‘Noynoy’ Aquino and asked that his administration review the government’s labor export program once he assumes office.

Mr. John Leonard Monterona, regional coordinator of Migrante - Middle East said that their group hopes that under the Aquino administration, local jobs creation would be on the top of its working agenda. He added that the incoming administration should review the labor export program implemented and all other OFW programs and policies implemented by the [Pres. Gloria] Macapagal – Arroyo administration.

Although the group vocally supported and campaigned for Nacionalista Party Candidate Mannuel ‘Manny’ Villar’, Mr. Monterona said stranded, abused and maltreated OFWs staying in various Filipino Workers Resource Centers are hoping that their deplorable conditions will now be given due attention by the incoming Aquino administration.

Currently, the Liberal Party standard bearer is leading the polls by a significant margin against other candidates based on the partial tally of both Commission on Elections (COMELEC) and Parish Pastoral Council for Responsible Voting (PPCRV).

Malacanang Declared May 3 as Regular Holiday

Malacanang Palace has declared May 3, 2010, a Monday, as a regular holiday in celebration of Labor Day, which falls on May 1, a Saturday.

Based on Proclamation No. 2043, issued by Executive Secrtetary Leandro Mendoza, follows the mandate of Republic Act 9849 which states that regular holidays, specifically Labor Day, will be celebrated on Monday nearest to May 1. Furthermore, the proclamation emphasized that “a longer weekend encourages families to get together and strengthen their relationship towards a more productive environment, as well as promotes domestic tourism, and enables employers to plan their schedules effectively and efficiently, resulting in improved productivity.”

May 1, 2010 was initially declared as a regular holiday based on Proclamation 1841, signed last July 31, 2009. But the latest proclamation issued last April 28 repealed this and formally declared Monday as a regular holiday.

In this light, the Department of Labor and Employment (DOLE)has released its pay rules guidelines regarding to be applied on May 3, 2010.
  1. If the holiday falls on an employee’s regular workday:
    • If worked, the employee is entitled to 200% of his [or her] basic wage for the first eight (8) hours and, for work in excess of the 8 hours, to an additional 30% of his or her hourly rate on the said day.
    • If unworked, the employee is entitled to 100% of his or her regular daily rate, provided he or she was present, or was on leave with pay, on the workday immediately preceding the holiday.
  2. If the day is the employee’s rest day:
    • If worked, the employee is entitled, for the first 8 hours, to 200% of his or her daily rate plus 30% and, for work in excess of 8 hours, plus 30% of his or her hourly rate on the said day.
    • If unworked, the employee is entitled to 100% of his or her regular daily rate, provided he or she was present, or was on leave with pay, on the workday immediately preceding the holiday.
  3. Where the day immediately preceding the holiday is a non-work day in the establishment or the scheduled rest day of the employee, he or she shall not be deemed on leave of absence on that day, in which case he or she shall be entitled to the holiday pay.

DOLE Secretary Marianito Roque said that the activities in celebration of Labor Day will still commence, particularly Jobs Live! Jobs and Livelihood Fair happening on SM Malls in Metro Manila and other declared venues nationwide.

DOLE to Stage Nationwide Job Fair on Labor Day 2010

Following the success of last year's nationwide job and livelihood fair, the Department of Labor and Employment (DOLE) said that they are again preparing for a nationwide Job and Livelihood Fair to be held simultaneously in various parts of the country on May 1, 2010 to mark Labor Day in honor of the Filipino workers.

DOLE Secretary Marianito Roque said the Job and Livelihood Fair, aptly titled, Jobs Live!, will showcase the collaboration of the social partners in the efforts to facilitate the employment of workers while celebrating at the same time the 108th Labor Day anniversary on May 1 this year

Sec. Roque said the country's biggest labor groups such as the Trade Union Congress of the Philippines (TUCP), National Alliance of Trade Unions (NATU), Federation of Free Workers (FFW), Trade Unions of the Philippines and Allied Services (TUPAS), Alliance of Filipino Workers (AFW), and other labor organizations will lead the May 1 celebration with the theme Manggagawang Pilipino, Kaagapay sa Pagbabago. The theme underscores the crucial role of the workers in the national efforts to achieve development and an opportunity to pay tribute to the Filipino workers, both local and overseas.

The main event will be held at the SMX Convention Center at the SM Mall of Asia Complex in Pasay City. To avoid heavy concentration of jobseekers at SMX, the employers and recruitment/manning firms will also be distributed and placed in five other Job and Livelihood Fair venues at SM Megamall, SM North EDSA, SM Fairview, SM San Lazaro, and SM Southmall in Las Pinas. Much like last year's Jobapalooza, job and livelihood fairs will likewise be held in 14 other key regional sites around the country.

Sec. Roque said jobseekers are encouraged to register with the PhilJobNet (http://phil-job.net/) starting April 8 to April 30, 2010 to hasten skills and job matching and the placement of qualified applicants.

He added that a One-Stop Shop where new graduates and other new entrants to the labor force may avail of pre-employment documentation services from the Department of Foreign Affairs, National Statistics Office, Bureau of Internal Revenue, Social Security System, and Philippine Health Insurance Corporation (PhilHealth) will also be set up at the Job Fair venues. Workers may also inquire on the services of Home Development Mutual Fund (Pag-IBIG Fund), Professional Regulation Commission, and FFW.

Aside from the job fair, the venues will also showcase the livelihood programs of DOLE and other government agencies to provide livelihood opportunities to interested clients. It will include display and selling of products of livelihood program beneficiaries. Various government agencies including labor groups will put up livelihood and productivity information booths to provide business counseling and entrepreneurship orientation to interested workers. Interested registered nurses who want to venture in other health and wellness services may also be assisted under Project EntrepeNurse. At the same time, the Technical Education and Skills Development Authority (TESDA) will conduct skills competition, demonstration, and training. Other agencies will provide basic medical and first aid services, and legal and welfare assistance.

Digital Art and Design Professionals, Enthusiasts Participated in 14th Graphic Expo 2009

Graphic arts, printing, photography, and creative design enthusiasts and professionals filled the Philippine Trade Training Center (PTTC) in Pasay City for the 14th Graphic Expo 2009 held last June 03-06, 2009.

Organized by Fiera de Manila, Inc., in cooperation with Philippine Center for Creative Imaging and Zone V Camera Club, the event lives up to its reputation as the country’s premier trade show in creative and graphic design, digital photography and imaging, pre-press, print production, large format advertising, web publishing, multimedia, and animation.

First SME and Direct Selling Expo Set this November

Small and medium enterprises (SME) as well as direct selling companies will come together to offer business opportunities to aspiring entrepreneurs at the Asenso sa Negosyo 2009: 1st SME and Direct Selling Expo slated on November 6 – 8, 2009 at the World Trade Center in Pasay City.

Organized by Trade Advertising Exhibitions And Conventions International, Inc. (TRADECON Inc.), the event was conceptualized to upbeat the global financial crisis. The three day expo will provide opportunities especially for those looking for business and want to be an entrepreneur.
