97 Presidential Management Staff Contract Extended

Ninety seven members of the Presidential Management Staff (PMS) have received a two-month extension in their contract to serve the incoming Aquino administration.

In an interview, Outgoing PMS Chief Elena Bautista-Horn said that she is very thankful that the incoming administration of President-elect Benigno 'Noynoy' Aquino III extended the contract of the contractual employees of PMS. The outgoing chief, who also heads the Presidential Transition Cooperation Team said that these employees are composed of technical writers, researchers, and policy writers who are engaged in “highly technical work”.

As for the other contractual employees of Malacanang, particularly those who are part of the Internal House Affairs Office – the cooks, waiters, and housekeepers, Mrs. Horns said that it will be up to outgoing Executive Secretary Leandro Mendoza and successor, Paquito 'Jojo' Ochoa to come up with an arrangement for the said employees.

In previous reports, the incoming Aquino administration will need to fill in about 59, 000 vacant positions in the government – from rank-and-file to the management and executive level – once it assumes office on June 30, 2010.

Incoming Aquino Administration Asked to Decide on 50,000 Vacant Jobs

Some 50,000 jobs in Malacanang and other government offices will be vacated once outgoing President Gloria Macapagal – Arroyo steps down from office not unless President-elect Benigno 'Noynoy' Aquino III renews the employees' contract.

In an interview, Presidential Management Staff (PMS) Chief and Presidential Transition Cooperation Team (PTCT) Secretariat Elena Bautista-Horn has raised the concern of the affected employees to President-elect Aquino to immediately decide on their fate before their contract expires. According to the PMS Chief, 50,000 positions, composed of rank-and-file, co-terminus and contractual workers are due for renewal or termination on June 30, 2010.

The said number does not include the 4,301 vacant executive and management levels in the government. 4,244 of which are considered vacated because the officials who were occupying these posts have either resigned or retired. These include department secretaries, undersecretaries and assistant secretaries.

The PTCT has given the incoming Aquino administration the documents stating the status and exact list of vacancies in the government that needs to be filled up once President-elect Aquino assumes office.

In response to the issue, militant group COURAGE asked incoming President Aquino to spare the rank and file employees. COURAGE National President Ferdinand Gaite said that in the case of the Official Palace cooks, food handlers, waiters, kitchen staff, and other rank and file employees of Malacanang, who are part of the Internal House Affairs Office (IHAO), these people have served numerous administrations without politics in mind.

Also, he urged the incoming President to consider the Career Service Executives in filling-up the 4,301 positions. Mr. Gaite stressed that there are many qualified middle managers and executives in the bureaucracy to fill in the said positions and President-elect Aquino won't need to “recycle” Arroyo’s cabinet members and other former government officials who already had their time in public service.

Aquino-Binay Inauguration Declared a Holiday

In observance of the inauguration of President-elect Benigno 'Noynoy' Aquino III and Vice President-elect Jejomar Binay, Malacanang Palace has declared June 30, 2010, a Wednesday, a special non-working holiday.

Outgoing president Gloria Macapagal-Arroyo signed Proclamation No. 2085 last June 17 declaring June 30 as a special non-working holiday stating that “it is fitting and proper that all citizens of our country be given full opportunity to witness and welcome this historic event in the life of the nation .”

In a press briefing, Presidential spokesman Ricardo Saludo said that the said declaration will give Filipinos an opportunity to witness the inauguration either at the venue or at home through television or radio broadcast.

The inauguration of President-elect Aquino, the 15th Philippine President of the Republic, will be held at the Quirino Grandstand in Rizal Park (formerly Luneta) in Manila.

Afterwards, a street party will be staged at Quezon City Memorial Circle, which will be free for everyone.

Gov't Stats Revealed New RP Employment Status

The latest Labor Force Survey (LFS) from the National Statistics Office as well as the Employment and Economic Milestones Report from the Department of Labor and Employment – Bureau of Labor and Employment Statistics (BLES) revealed the latest employment, underemployment and unemployment status of the Philippines.

Based on the April 2010 LFS report, the country's employment rate is at 92.0 percent, slightly lower than the 92.7 percent rate posted in the January LFS report. This places the number of employed Filipinos to 35.4 million, compared to the 36.0 million in January of 2010.

Similar to the last LFS, the National Capital Region posted the lowest employment rate, with 88.2 percent. However, this is lower compared to the January 2010 result, posted at 89.2 percent.

Underemployment, on the other hand decreased from 7.1 million in January to 6.3 million. Underemployed means an employed person expresses the desire to have additional hours of work in their present job or to have additional job, or to have a new job with longer working hours.

The latest unemployment rate, was higher compared to the January 2010 result. The recent LFS showed that the number of unemployed Filipinos is estimated to be 3.1 million, compared to last year's 2.8 million. This is also the same figure as the January 2010 LFS. This placed the current unemployment rate at 8.0 percent which is not significantly different from last year's estimate of 7.5 percent.

On the other hand, based on the Employment and Economic Milestones Report, the country's employment rate from 1998 to 2009 grew at a much slower pace than the Gross Domestic Product (GDP). In addition, its movements overtime was not in sync with the growth of the GDP instead followed a “boom and bust” pattern.

The said pattern happened due to the effects of economic downturn and the weather disturbances that struck the land. The economic slowdown also resulted in the decline of full-time employment and increase in the number of part-time workers.

“Between 2008 and 2009 for instance, employment grew by 2.9% despite the slowdown in GDP growth to 1.1%. But the growth in employment occurred almost entirely among part-time workers (8.4%) while full-time employment actually fell (-0.5%). Similar situations also occurred in the 1998 recession and
the slowdown in 2001.The exception is the year 2006 when part-time employment grew and full-time employment fell despite the respectable growth in GDP posted that same year.”, the report said. GPD for 2006 was at 5.3 percent.

In contrast to the employment pattern movement, unemployment rate showed very little changes over the past decade. The BLES report stated, “The absence of a noticeable movement in the unemployment data series in comparison with the observed trend in GDP and employment suggests that unemployment as an indicator is less sensitive to the developments in the economy and labor market”.

Independence Day Celebration Marked by Job Fair

The country's celebration of the 112th Philippine Independence Day was marked by a job fair which offered local jobs and overseas work.

The Kalayaan 2010 Job fair, held at the Rizal Park in Manila, carried the theme, “Kalayaan, Tagumpay ng Bayan” (Freedom, Victory of the People). A total of 50 companies offered at least 141 local and overseas employment for the 1, 000 registered job applicants who took part in the said job fair. Earlier reports state that over 20, 000 job opportunities will be available during the Independence Day job fair.

In a report, Department of Labor and Employment (DOLE) Assistant Regional Director Avito. Sto. Tomas said that at least six jobseeker were hired in the spot while 475 were referred for employment.

Davao City also staged a similar job fair at NCCC Mall in the said city. According to DOLE-Davao Region Assistant Regional Director Ofelia Domingo, 107 companied participated in the event. A total of 8, 071 applicants filed in their resumes to fill in the 10, 000 jobs offered during the job fair. Asst. Reg. Dir. Domingo reported that 248 applicants were hired on the spot while 2, 205 were for final interview.

DOLE Issued Warning for Macau-bound OFWs

The Department of Labor and Employment (DOLE) issued a warning to all overseas Filipino workers (OFWs) who intends to work in Macau or is being recruited to work in the said Chinese territory using tourist visas saying that the Macau government has recently implemented a law that prioritizes the hiring of local workers over foreign workers.

DOLE Secretary Marianito Roque said that is no longer easy for foreign workers to come and find employment in Macau, unlike in the past when they could apply and easily fill vacancies as walk-in applicants in this part of China. This is because the Macau government recently passed the Law for the Employment of Non-residential Workers, also known as the Law on Imported Labor, to safeguard the employment of local workers and restrict the hiring of migrant workers in Macau. The new law took effect on April 26, 2010.

A report from the Philippine Overseas Labor Office (POLO) – Macau states the draft administrative regulations complementing the new law have already been submitted to the Macau government’s Executive Council.

In this light, POLO-Macau has consulted the Macau Labor Affairs Bureau (DSAL) for the conduct of a symposium aimed at orienting the OFWs in Macau on the new Law on Imported Labor.

Sec. Roque said the workers should always verify first with the Philippine Overseas Employment Administration (POEA) the legality of jobs in Macau to avoid being victimized by unscrupulous individuals or agencies.

Board Approves Wage Hike for Metro Manila Minimum Wage Earners

After months of deliberation, the Regional Tripartite Wages and Productivity Board (RTWPB) has approved a P22 wage increase for minimum wage earners in Metro Manila.

In an interview, Ciriaco Lagunsad III, executive director of the National Wages and Productivity Commission (NWPC) disclosed that the formal announcement will come from the RTWPB. Once the announcement has been made and published in major newspapers, the P22 wage increase will take effect fifteen days afterwards.

NWPC Deputy Executive Director Patricia Hornilla in an interview said that the decision of the boar was based on the needs of the workers and the ability of employers to absorb extra costs.

The said adjustment will raise the current minimum wage in Metro Manila from P382.00 to P404.00.

The decision of the wage board solicited mixed reactions from the labor and employer groups. The Trade Union Congress of the Philippines (TUCP) welcomes the wage increase but they expressed disappointment that it was far from the P75 across-the-board they petitioned. Although they will seek its immediate implementation, TUCP deputy spokesperson Rafael Mapalo said that they will file a motion for reconsideration before the board. In a statement, Kilusang Mayo Uno Vice President Joselito Ustarez said that the wage increase is too small and 'insulting’. Since the increase was only applied to Metro Manila workers, this comes to show how “less it [the government] appreciates the importance of workers in the provinces”.

Employers Confederation of the Philippines (ECOP) President Edgardo G. Lacson criticized the decision, saying that many companies are still recovering from the financial crisis and place the Philippines as the country with the highest minimum wage among developing Asian countries such as Vietnam, Cambodia, Indonesia, and Thailand.

Philippine Chamber of Commerce and Industry (PCCI) President Francis C. Chua also expressed disappointment. In an interview, he said that the business sector could have supported a P15 increase but the decision of the RTWPB is “beyond [their] expectations”. However, he said that PCCI would urge its members to comply with the wage increase.

The last wage increase of P20 in Metro Manila was approved by the RTWPB in June 2008, adding P15 to the basic rate and integrated a P5 cost of living allowance later on.

Jobseekers Flocked Aquino Residence in Times Street

Even though President-apparent Benigno ‘Noynoy’ Aquino III has not assumed office, his residence in Times Street in Quezon City has become a destination for job seekers.

Over the past few days, hundreds of job seekers and supported have flocked the Aquino Residence in the hope of talking to Sen. Aquino and asking for a job.

In an interview, Mar Rodriguez, personal staff of Aquino said that in one week alone, they received a total of 170 application letters for various positions in the government, even for driver, messenger, household helper, and personal security guard. Sen. Aquino’s staff receives an average of 20 resumes everyday.

All resumes sent to Sen. Aquino’s residence are forwarded to the Senate office of Sen. Aquino for proper filing.

Aside from resumes and application letter, congratulatory letter and greeting cards for the son of the late President Cory Aquino and Sen. Ninoy Aquino flood their mailbox. Others prefer to wait outside their house for a chance to have a photo opportunity with the senator or to personally ask him for medical or financial assistance.

Presidential Management Staff (PMS) Chief and Presidential Transition Cooperation Team (PTCT) Secretariat Elena Bautista-Horn said that once President Gloria Macapagal-Arroyo steps down from office on June 30, 2010, numerous will be vacated and the incoming administration will have to fill them up.

Based on reports, PMS Chief Bautista-Horn has identified a total of 1,051 vacant positions that needs to be filled up. This is composed of 913 posts in government departments, 37 in government-owned and -controlled corporations, and 101 in agencies attached to the Office of the President (OP). The said figures does not include the 67 co-terminus posts, positions of secretary, undersecretary, and assistant secretary in 21 departments, head positions in 181 bureaus and attached agencies, and 72 Office of the President-attached agencies.

Wage Increase Decision to Come Out this Week

The National Wages and Productivity Commission (NWPC) may release its decision regarding the wage increase petition for Metro Manila workers filed by a local labor group last March.

According to Ms. Patricia Hornilla, NWPC Deputy Executive Director, the Metro Manila wage board is expected to come up with a decision regarding the wage petition filed by the Trade Union Congress of the Philippines (TUCP) within the coming days. Reports also state that the wage board was expected to grant the increase for minimum wage earners by the end of May, which may amount to P20.00 to P25.00 per day. As of press time, there is no word from the other 17 Regional Tripartite Wages and Productivity Boards on their decision regarding the wage increase petition for their respected areas.

Last March 1, the labor group requested for a P75.00 across-the-board wage increase for workers in NCR and Mindanao and P100.00 for Visayas.

However, TUCP Secretary Ernesto Herrera questioned the delay in granting the wage increase. In an interview over DWIZ 882 kHz, he said that Metro Manila workers are in dire need of the wage hike as school is about to start to cope up with the rising cost of education.

In previous reports, employers and some representatives from the business sector are against wage increase petition, arguing that they have just recovered from the global economic downturn. The Department of Labor and Employment, on the other hand, said that the Commission must find a balance between the position and arguments of the employers and employees.

RP Sailors Remittance Up by 11% in Q1 2010

Filipino sailors on foreign ocean-going vessels wired home a total of $888.949 million in the first quarter of 2010, up 11.04 percent or $88.414 million from the $800.535 million they remitted over the same three-month period in 2009.

In a press release, Trade Union Congress of the Philippines (TUCP) Secretary-General and former Senator Ernesto Herrera said the 11.04 percent growth in the Filipino sailor remittance was nearly double the 5.96 percent increase in the cash remitted by land-based migrant Filipino workers in the first quarter.

“We remain bullish overall about the potential growth in remittances from Filipino sailors in the months ahead,” said SecGen Herrera.

However, he is worried about Greece’s lingering debt crisis, which could depress economic conditions as well as shipping activity in Europe. SecGen Herrera pointed out that of the 10 biggest sources of remittances from Filipino sailors, six are European countries.The top 10 sources of Filipino sailors’ remittances are the United States, Japan, Norway, Germany, the United Kingdom, Singapore, Greece, the Netherlands, Hong Kong, and Cyprus.

Despite the lingering crisis, remittances from Greece-based Filipino sailors were still up 18 percent in the first quarter to $34.7 million versus $29.3 million a year ago. In contrast, remittances from Filipino sailors based in Norway, the Netherlands, Cyprus, Denmark, Ireland and Sweden were down an average of 20.81 percent.

Recently, the Bangko Sentral ng Pilipinas (BSP) reported that total remittances from all migrant Filipino workers, whether based on land or at sea, reached $4.339 billion in the first quarter of 2010, up 6.96 percent from $4.057 billion over the same period in 2009.

In 2009, Filipino sailors sent home a record $3.4 billion, up $366 million or 12.06 percent from $3.034 billion in 2008. Remittances from Filipino sailors have more than doubled since 2005, when they sent home $1.669 billion.
