Be Earth Friendly, Go Green - DOLE

The Department of Labor and Employment  (DOLE) has urged the labor community to be earth-friendly and adjust their works activities and standards to help the battle against climate change.

During the tree planting activity held at the La Mesa Dam, Ecopark in Quezon City, Labor Secretary Marianito Roque advised labor and management sectors to shift to greener ways to work and establish green standards for the labor market that will promote green jobs and decent work. The tree-planting activity was part of DOLE’s 76th Anniversary Celebration held last December 7.

“DoLE is more than jobs. It is also concern about climate change,” Sec. Roque said during a press conference.

In a statement, Sec. Roque said that since climate change affects the world of work, DOLE is working towards climate change adaptation programs at work through knowledge building, organizational strategies and green jobs advocacy.

To help avert the adverse impact of climate change on employment, Sec. Roque said the DOLE will lay the foundation that would provide for the collaboration of the Department’s social partners in developing green technologies and green workplaces.

To formalize the efforts of the Department, Sec. Roque signed a Green Pact with the Federation of Free Workers http://www.ffw.org.ph/ and the Philippine Green Building Council http://philgbc.org/. The pact aims to unite all three institutions in taking steps to sustainable growth, create and promote awareness greener jobs and workplaces.

In an interview with Manila Bulletin, Ms. Cynthia Cruz, executive director of Institute for Labor Studies, said the green jobs include among others, green investments such as recycling and organic farming. She added that environmental awareness should be embedded in every job.

In 2010, the DOLE will spearhead institutional capacity and knowledge building on raising the awareness on climate change through the National Green Jobs Conference which will address the concerns of seven sectors with different types of exposure to climate change policy drivers.

The seven sectors are: energy generating sectors, renewable energy sectors, alternative energy sectors, employment sensitive sectors, competition intensive sectors, sectors vulnerable to climate policies and climate sensitive sectors.

Special Visa for Foreign Employers Generated 33,000 New Jobs

Around 33,000 Filipinos now have jobs; thanks to the special employment visa issued by the government to more than 400 businessmen and their dependents from 34 countries.

According to the report of Bureau of Immigration (BI) Legal Officer Cris Villalobos submitted to Commissioner Marcelino Libanan, Jr., 425 foreigners were given the recently introduced special visa for employment generation (SVEG). From the 425 foreigners, 271 were principal applicants and 144 were dependents.

Aside from job-generation, the government was able to collect more than P5 billion in fees from the foreigners who availed of the said visa that entitles the foreign holder to stay indefinitely in the country for as long as his or her investment subsists.

Officer Villalobos, who also heads the BI-SVEG one-stop-shop also reported that Koreans topped the list of the SVEG recipients with 120 visas, followed by the Chinese, 41; Taiwanese, 17; Americans, 16; Britons, 11; and Australians, 10. Nine employers from Japan and India, seven from Malaysia and six from Singapore were given SVEG.

Statistics by regions showed the SVEG generated almost 20,000 jobs in Metro Manila. A total of 6,862 Filipinos were employed in Region IV, while approved applicants in Region VII created a total of 1,806 jobs. Central Luzon, which hosts the Clark Freeport Zone and the Subic Bay Economic Zone, netted a total of 1,519 jobs.

Under the rules, the SVEG is issued to a foreigner with an interest in a company or entity that employs at least 10 full-time and regular Filipino workers either for managerial, executive, professional, technical, skilled, or unskilled positions.

A foreigner applying for the visa shall certify that he or she maintains a lawful immigration status in the Philippines; is engaged in a viable and sustainable business; exercises managerial acts with authority to employ, promote and dismiss employees; and evinces a genuine intention to indefinitely remain in the country.

The SVEG was launched pursuant to Executive Order 758 signed last November 17, 2008 by President Gloria Macapagal-Arroyo. The SVEG was created to attract foreign investors to the country and at the same time generate job opportunities for Filipinos.

Palace Released Holiday Lineup for 2010

MalacaƱang has earlier released Proclamation 1841, declaring the regular, special, and special-non working holidays for 2010.

According to Proclamation 1841, signed last July 21, 2009, there will be 10 regular holidays, four special non-working holidays and a special holiday for 2010.

This year’s regular holidays are:
  • January 1 – New Year’s Day
  • April 1 – Maundy Thursday
  • April 2 – Good Friday
  • April 9 – Araw ng Kagitingan or Day of Valor
  • May 1 – Labor Day
  • June 14 – Independence Day (Monday nearest June 12)
  • August 30 – National Heroes’ Day (Last Monday of August)
  • November 29 – Bonifacio Day (Monday nearest November 30)
  • December 25 – Christmas Day
  • December 27 – Rizal Day (Monday nearest December 30)
The special non-working holidays are:
  • August 23 – Ninoy Aquino Day (Monday nearest August 21)
  • November 1 – All Saints Day
  • December 24 – Additional special non-working day
  • December 31 – Last day of the Year
February 22 is declared as a special holiday for all schools, in celebration of the 1986 People Power Revolution anniversary, celebrated every February 25.

According to the Proclamation, the Office of Muslim Affairs will determine the exact date of Eid’l Fitr and Eid’l Adha after the approximate date of the Islamic holiday has been determined in accordance with the Islamic calendar, called Hijira, or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient. Eid’l Fitr is considered as a regular holiday while Eid’l Adha is a regional holiday in the Autonomous Region of Muslim Mindanao (ARMM).

July 27 has also been declared a special working holiday in observance of the founding anniversary of Iglesia Ni Cristo in the Philippines. The said declaration is in accordance to Republic Act 9645, signed last June 12, 2009.

The long weekend and movement of holidays is in compliance with Republic Act 9492 or known as the Holiday Economics Law. It states that holidays that fall on a Wednesday will be observed on a Monday. If it falls on a Sunday, the holiday will be observed on a Monday.

Holiday economics was introduced by President Arroyo in 2001 as a way to allow Filipinos to spend more time with their families and a way to encourage domestic tourism.

POEA Announced Second Batch of Nurse Recruitment for Japan

The Philippine Overseas Employment Administration (POEA), in cooperation with the Japan International Corporation of Welfare Services (JICWELS) announced the start of recruitment for the second batch of nurses and caregiver for Japan.

POEA Administrator Jennifer Manalili said in an interview that the Philippines initially deployed 283 Filipino nurses and caregivers to Japan. These nurses and caregivers have finished their six-months language training and are now undergoing the on-the-job training on their assigned hospitals and caregiving institutions.

As for the second batch, pre-employment orientation will commence for qualified applicants who have registered online and maintained an active status through the POEA e-registration system at http://www.eregister.poea.gov.ph/ereg/ereg.asp.

According to the POEA Advisory, nurse applicants for Japan must be a graduate of Bachelor of Science in Nursing with Board License, have at least three (3) years of hospital experience, and must be physically and psychologically fit. Caregivers on the other hand must either be a graduate of any four (4) year course and certified as a caregiver by Technical Education and Skills Authority (TESDA), or a graduate of Bachelor of Science in Nursing with no Board License, and must also be physically and psychologically fit.

In addition, based on the experience of POEA from the first deployment, majority of the Japanese health institutions prefer candidates between 20 to 38 years old.

Qualified applicants must personally submit the following documents to the POEA Main Office or Regional Centers for Luzon, Visayas, and Mindanao.
  • A detailed resume with one piece 2x2 picture
  • College diploma (for caregiver applicants, diploma must be authenticated)
  • Transcript of Records
  • Valid Professional Regulations Commission (PRC) ID
  • Employment Certificates (for Nurse applicants)
  • Valid TESDA Certificate (for Caregiver applicants)
  • Valid Passport
  • Valid NBI Clearance (For Travel Abroad)
Deadline for registration is on January 15, 2010. Those who will be able to complete all the necessary requirements will be given priority.
