DOLE Reminded Employers of 13th Month Pay Release

The Department Labor and Employment reminded employers nationwide to release the Year-End Benefits (YEB), popularly known as 13th month pay, of their employees not later than December 24.

In a statement, DOLE Secretary Marianito Roque said that based on the time-honored Presidential Decree No. 851 issued on December 16, 1976, all employers in the country are required to pay their employees a 13th month pay not later than December 24 of every year.

By definition of the law, the 13th month pay must not be less than one-twelfth (1/12) of the total basic salary earned by an employee in a calendar year.

However, Sec. Roque, emphasized that the 13th month pay should not be confused by workers with the Christmas bonus, which is discretionary on the part of the employers. He said that while the law definitely requires employers to pay their employees the 13th month pay, the Christmas bonus, on the other hand, remains, basically, a management prerogative.

In addition, the Labor Secretary advised employees who have not received the extra pay on or before Dec. 24 to report their management to the nearest DOLE office.

Saudi Government Hospital To Hire Male Nurses, Doctors

The Saudi Red Crescent Authority, formerly Red Cresent Society, sought the assistance of the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) to facilitate the hiring of 300 Filipino medical workers.

In an statement, DOLE Secretary Marianito Roque said that government-owned hospital in Saudi Arabia is in need of 200 male nurses and paramedics and 100 physicians. He said that SRCA preferred to hire Filipino medical workers “because they are dedicated and competitive in their craft”. In this light, Sec. Roque reminded potential applicants that since this is a government-government agreement, application and inquiries should only be made through the POEA.

According to the Recruitment Specification Form from the POEA website, qualified to apply for nurses and paramedics positions are male applicants not more than 50 years old with diploma in BS Nursing and/or certification for paramedic training, and license from the Professional Regulation Commission (PRC). Applicants must have worked as a member of an emergency support or ambulance team and has mastery of resuscitation techniques and medications.

For physicians, applicants must not be more than 50 years old and have specialization in emergency medicine, general surgery, traumatology, anesthesia and intensive care. Also, pplicants must have license authorized by the PRC, and with at least two-year experience/ training in emergency medicine and intensive care.

Qualified applicants may personally submit in a long brown envelop a comprehensive and latest resume with job description, photocopy of school credentials, employment certificates (old and latest), photocopy of the first page of passport, and six copies of 2X2 photos taken within 10 days before filing of the application.

Requirements must be submitted at the Manpower Registry Division (Window 1) ground floor, Blas F. Ople Building (formerly POEA Building), in Ortigas Avenue corner EDSA, Mandaluyong City. Applicants may also register online at www.poea.gov.ph. Orignal documents will be presented upon registration.

Gov’t Employees To Receive 13th Month Pay Early

To aid the victims of Typhoon Ondoy (Ketsana), government employees may opt to get the balance of their Year-End Benefits (YEB), popularly known as 13th month pay.

The advance payment of YEB is in line with the directive of President Gloria Macapagal Arroyo and Vice President Noli de Castro to give in advance the remaining half of the employee’s year-end bonus to “provide financial assistance and help alleviate the plight of calamity-stricken government personnel.”

Department of Budget and Management (DBM) Secretary Rolando Andaya Jr. said in a news conference that the early receipt of the YEB is purely voluntary or optional. The release will be made upon request of the personnel concerned. It will not be imposed on all government employees as some workers would prefer to receive their YEB on November 15 in time for the Christmas season.

Under the guidelines Issued by the DBM, (Budget Circular No. 2009-4) national government employees who would like to get the remaining half of their YEB must comply with all the requirements prescribed under Budget Circular 2005-6 such as rendition of at least a total of four (4) months of service including leaves of absence with pay from January 1 to October 31 of a particular year. They must also remain in government service until October 31, 2009.

Those who would not be able to complete the four-months service requirement as of October 31, 2009 and would be unable to comply with the other conditions provided under BC No. 2005-6 may also request their agency for the advance payment of their cash gift but on a proportional basis based on their length of service of the employee.

Funding for the early payment of government employees’ year-end benefits is assured because the DBM has released in full the allotment for Personal Services (PS) inclusive of the requirements for year-end bonus and cash gift for filled positions as early as end of March.

Sec. Andaya encourages Government Owned and Controlled Corporations (GOCC), Government Financial Institutions (GFI) and local government units to adopt and implement the advance payment of the year-end benefits.

According to the Budget Secretary, 1.2 million government employees had already received the first half of their 13th month pay last May 2009.

50,000 IT Workers Needed for May 2010 Polls

The Commission on Election (COMELEC) has announced that they intend to hire as much as 50,000 information technology (IT) worker to aid in the conduct of the automated elections in May 2010.

Acting as technical support staff during the first automated elections in the country, these IT workers will be working for Smartmatic - Total Information Management (TIM), which won the contract for the country’s first national automated election.

According to COMELEC Commissioner Gregorio Larrazabal, these workers will help in the operation and maintenance of the 82,000 Precinct Count Optical Scan (PCOS) machines that will be used in the Presidential election due next year.

Some of these workers will de deployed in the poling precincts while other will be part of Smartmatic-TIM’s call center to answer queries from voters and on-site personnel.

Aside from this, the COMELEC, in coordination with the Department of Science and Technology (DOST), will train 500 IT experts to teach the members of the Board of Election Inspectors (BEI) on how to use the PCOS. The COMELEC also intends to hire at least one IT expert per municipality or city to supervise the experts hired by Smartmatic-TIM.

Smartmatic-TIM Regional Manager Bonifacio Belen said that they have developed a method to hire and train the workers for the 2010 polls. They will make sure that the specialists they will hire are non partisan and will not be deployed in their home areas and have no connection to any candidate in their assigned polling precinct. “There is no shortage of patriotic and IT-savvy Filipinos who want to be part of history,” Mr. Belen added.

All IT workers that will be hired by COMELEC and Smartmatic-TIM will have to be accredited by the DOST.
